- This requirement is issued in accordance with FAR clause 52.219-6 Notice of Total Small Business Set-Aside and is further designated as a Navajo Business Preference requirement. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulations document (FAR) subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Proposals are being requested and a written solicitation will not be issued. Solicitation number (9T4ZPTIS301-0804) is issued as a Request for Proposal (RFP). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 24. The simplified acquisition procedures of FAR Part 13 are applicable to this procurement. This procurement is to provide the Navajo Nation, Division of Community Development Administration, technical IT support for its 110 Chapter House locations throughout the entire Navajo Nation Reservation in Arizona, New Mexico and Utah. The government will award a contract resulting from this RFP to the responsible offeror representing the best value. The following "Best Value" factors will be used in descending order of importance for evaluating the offers: 1. Technical Proposal; 1.a Teaming Arrangement(s) with Navajo Businesses; 1.b Overall Proposed Solution; 1.c Resumes; 1.d Other General Requirements; 2. Price; 3. Past Performance and Relevant Experience References. Type of contract: A Performance Based Firm Fixed Price contract shall be awarded. All prices are to be quoted "FOB Destination". Period of Performance is from Date of Award through December 31, 2004. Please respond and acknowledge all requirements listed in the Performance Based Statement of Work (PBSOW) and the Cover letter of Instruction. The provision at FAR 52.212-1, Instructions to Offerors, applies to this acquisition. Offerors shall include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications-Commercial Items, with its offer. The clause at FAR 52.212-4, Contract terms and Conditions-Commercial Items, applies to this acquisition. The clause at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition. The potential awardee is required to register in IT Solutions Shop at http://www.it-solutions.gsa.gov for post-award processing. Questions with Answers will be provided to interested parties via email. The government will consider all responses received by 4:00 p.m., MST, 08/26/04.
