Description
The U.S. Army Corps of Engineers, Afghanistan Engineer District, intends to issue a firm fixed price contract for the design/build and construction of a petroleum fuel tank farm, and associated utilities, at the K2 Airbase (Karshi-Khanabad) in Uzbeki stan. The contractor shall provide two offloading points that are capable of offloading two 9,000 (US) gallons Ministry of Defense (MOD) Line haul tank trucks in 30 minutes into 21 above ground tanks and into two underground storage tanks. Construction s ervices shall include limited topographic surveys, infrastructure design, construction infrastructure and professional engineering services during construction. If the Government, exercises the option, the contractor will provide the manifolding from the outlet of the bulk transfer manifold to the receipt points of the existing (35) 25 metric ton and (18) 50 metric ton, above ground, saddle mounted, horizontal cylindrical operational storage tanks and the manifolding from the outlet/issue side of the exist ing (35) 25 metric ton and (18) 50 metric ton, above ground, saddle mounted, horizontal cylindrical operational storage tanks and integration into the system issue manifold. The estimated value of the proposed contract is between five hundred thousand and one million dollars consisting of a base award plus an option. The total schedule for completing the base and the option period is 150 days after award. The proposed contract will be awarded using best value (lowest price technically acceptable). The ev aluation criteria will address (1) Management Concepts (2) Technical Capabilities, (3) Experience and (4) Price. This proposed award will be publicized at the U.S. Military contracting office in Uzbekistan for five (5) days. The solicitation will be issued on or about 25 October 2004 and the proposal submittal date is 24 November 2004. Electronic copies of the request for proposal will be provided to interested parties.
