Description
The US Army Office of the Project Management for Maneuver Ammunition Systems (MAS) has a need for a propellant with reduced sensitivity/vulnerability that is environmentally friendly to replace the current propellant utilized in the propulsion system for 120mm tank training ammunition cartridges fired from the M256 Cannon. This requirement is restricted to National Technology and Industrial Base (NTIB), however, if a manufacturer is outside the NTIB, a plan must be submitted showing how the propellant will be produced within the NTIB. A propulsion system with the following characteristics is needed in order to meet specific performance requirements: The propellant must have an increasing temperature profile or velocity across all temperatures (ambient, cold, and hot). The propellant must have a charge loading density greater than or equal to .9 g/cc. The new propellant must be no worse than M14 propellant in wear and erosion with the M256 cannon on the M1A1/A2 Abrams tanks. However, this current propellant contains certain hazardous ingredients, which the USA wants to eliminate to meet the new environmental requirements. In addition, the current propellant does not pass the insensitive munitions IM test per Mil-Std -2105C. The replacement propellant will be required to pass all of the IM tests per Mil-Std-2105C. The replacement propellant must also eliminate or as a minimum greatly reduce the amount of residual solvents present in the final product. These propellants must be affordable, environmentally friendly, easy to demilitarize, and compatible with the existing US ignition system. Furthermore, it must also be compatible with the combustible cartridge case material and all components currently used with the existing US tank munitions. The following are the requirements. Manufacturing operations must be capable of supporting deliverables on the order of 5 million pounds per year. The interested party is to submit (1) performance characteristics and mechanical properties, (2) information, if available, data on full scale test firings (3) statement of current propellant manufacturing capabilities, a description of their experience with the propellant, and an analysis to identify any additional skills, equipment, and/or technologies that are required in order to produce the propellant quantities noted above. Any additional data characterizing the propulsion concept such as sensitivity, vulnerability, IM properties, hazard/safety, or gun test data and the weapon systems specifications that utilize the propellant are required to be submitted. Include a detailed plan, propellant cost data and schedule of how these additional capabilities will be developed or obtained.
