Description
This is a notice of intent to negotiate on a sole source basis a contract with New England Veterinary to provide weekly veterinary coverage to the West Roxbury and Jamaica Plain divisions, and monthly coverage to the Bedford and Brockton divisions of the Boston VA Healthcare System and Bedford VA, Jamaica Plain Campus. West Roxbury Campus, Brockton Campus. This veterinary coverage will include clinical rounds performed on in house animals,Consultation with the animal facility supervisors, assistance with animal related procedures when necessary, and assessment of clinical data obtained as part of thequarantine process. In addition, emergency and weekend coverage will also be provided on as an on call basis. The contractor will also provide administrative support to the programs t all of the above mentioned institutions. These administrative responsibilities include attendance at monthly Institutional Animal Care and Use Committee (IACUC) meetings, pre-review of all new animal related research proposals, veterinary signatures for all such research proposals, assistance and review of materials related to regulatory organizations as they pertain to the animal research program, and weekly meetings with the research administrative officers of the Jamaica Plain and West Roxbury campuses. Pimary duties include, but are not limited to: Directing the operation of the animal facility to ensure compliance with current animal welfare laws, AAALAC regulations, and policies and to support R&D programs using animal subjects. Providing professional guidance and technical support to the health care facility's investigators in planning, executing, and directing R&D research activities using animals. iniitiating or reviewing requests for equipment used in the animal facility and plans for animal facility construction and renovation. Serving as a member of the local IACUC. Performing mandatory veterinary consultations with investigators prior to the submission of their animal protocol forms to the IACUC. Participating in mandated semiannual IACUC inspections of animal facilities and the animal care and use program. Guiding the facility in preparations for AAALAC, International accreditation site visits, and compliance visits by regulatory agencies. Writing regulatory documents needed to maintain compliance with VA and non-VA regulations. This includes AAALAC, International Program Descriptions,PHS Assurance documents, USDA Annual Reports, and annual VA VMU reports. Serving as an expert on animal research regulations, guidelines, and prevailing standards during the conduct of IACUC business. Initiating or assisting in the preparation and submission of applications for common use equipment to the Animal Facility Equipment Committee (AFEC) or its successor. Serving as a member of the Biosafety Committee as a liaison to the IACUC, if requested by the ACOS/R&D. Contributing to the promotion of favorable community and affiliate relations and increased public appreciation of the importance of animal studies in improving patient care. Participating in VA initiatives that contribute to improved animal research support of R&D programs throughout the VA health care system.
