Description
The U. S. Department of Justice, Federal Bureau of Investigation (FBI), Language Training and Assessment Unit (LTAU), requires foreign language and language-related training services. The FBI trainees may include beginners through advanced level language learners who require skill building and maintenance. Trainees may also include linguists who require specialized training to develop advanced language skills. Services shall consist of foreign language and language-related training, and/or training in advanced language skills such as consecutive interpretation, simultaneous interpretation, and/or technical translation. Services shall include the provision of, or the development of if required, the curricula and materials necessary to deliver this training. Foreign languages shall include European languages, with English as a second language optional, and/or Slavic languages, and/or Far Eastern languages, and/or Middle Eastern languages. Training shall be as follows: 1. Offered on a part-time, full-time, intensive, or immersion basis; 2. Offered through the FBI's video teleconferencing systems; 3. Provided to individuals and to groups in Washington, D.C. and/or throughout the U.S., and possibly overseas as well; 4. Provided at the facilities of the Contractor or occasionally at FBI offices or facilities; 5. Address the skills required to carry out the FBI's missions of protecting the U. S. from terrorist attack and foreign counterintelligence operations, as well as fighting national and transnational crime. Instructors shall be educated native speakers of the language they will teach, or shall have an academic background with a higher degree of study in the language. They shall be experienced in teaching adults using proficiency-oriented methods, and also in developing curricula and materials. Some Instructors may be required to obtain a Top Secret clearance. This is a partial small business set-aside. The FBI intends to make multiple awards under both a labor hour and fixed price type task order contract. The delivery of training and design of curricula and materials will occur as authorized by specific tasks orders detailing dates, tasks, and schedules. There will be no limit to the number of task orders issued under the contract. Or, training may be delivered according to an annual calendar fixed by the contractor. The period of performance is for a base year plus four option years. Travel may be required. The NAICS Code is 611630 (SIC 8299).
