Description
The United States Department of Agriculture (USDA), Animal Plant Health Inspection Service (APHIS), Veterinary Services (VS), in cooperation with the Food Safety Inspection Service, (FSIS), and the Food and Drug Administration (FDA), has implemented a national Bovine Spongiform Encephalopathy (BSE) surveillance program. APHIS is soliciting offers for collection, packaging, and shipping of brain stem samples from cattle that meet the definition for target high-risk cattle population within the State of Pennsylvania, and storage and disposal of carcasses as specified in the request for proposal ? RFP (The Solicitation). Preference is to award a single contract; however, the Government reserves the right to award more than one contract if in the best interest of the Government in achieving sample collection goals for Pennsylvania. The contract(s) period of performance shall be December 1, 2004, or date of award whichever is later, through May 31, 2005, with two renewal options authorizing APHIS to unilaterally extend the period of performance through September 30, 2005 and November 31, 2005, respectively. Firm, fixed-price, performance-based service contracts are anticipated. Therefore, the successful Contractor will be required to provide all personnel, labor, supervision, supplies, equipment and materials required for collection of BSE brain stem samples, identification, packaging, shipping samples to the Cornell University Laboratory, and transport, storage and disposal of carcasses in accordance with the terms and conditions of the solicitation. The contract price shall include all costs associated with the performance of this contract, including but not limited to, personnel, supplies, materials, equipment, transportation, shipping, disposal of carcasses, licenses, permits, general and administrative expenses, and other such costs that may be required to perform the services specified. This solicitation is unrestricted. All interested parties may submit an offer for consideration. The North American Industry Classification System (NAICS) Code used to establish business size for this solicitation is 562910. The size standard for this code is $12.0 million dollar average annual receipts for 3 years. The solicitation, RFP 006-M-APHIS-05, is to be affixed to all documents submitted in reference to this requirement. TELEPHONE REQUESTS FOR A COPY OF THE SOLICITATION WILL NOT BE ACCEPTED. The solicitation will be made available electronically at this website. All changes to the pre-solicitation notice, solicitation and any attachments shall be posted to the website at: www.FedBizOpps.gov. Offerors are required to include their mailing and email addresses on all correspondence. The solicitation will be posted to this website on or about October 20, 2004.
