Description
BROAD AGENCY ANNOUNCEMENT (BAA) 05-03 TANGO BRAVO PROGRAM, CLOSING DATE: 14 OCT 2005, FIRST SELECTIONS: 4:00PM Arlington, VA Local Time, 01 Dec 2004, POC: Khine Latt DARPA/ATO, E-MAIL: tangobravo@darpa.mil, WEB: http://www.darpa.mil/ato/solicit/tangobravo/index.htm. PROGRAM OBJECTIVES AND DESCRIPTION: The Defense Advanced Research Projects Agency (DARPA) Advanced Technology Office (ATO) is soliciting proposals under this BAA for the performance of research, development, design, and demonstration to support the joint DARPA/Navy Tango Bravo Program. The Tango Bravo Program is a collaborative effort between DARPA and the United States Navy to execute a technology demonstration program to enable design options for a reduced-size submarine with full nominal capability, while simultaneously decreasing platform infrastructure and the cost of future design and production. Proposals are being sought in five technology demonstration areas: (1) shaftless propulsion, (2) external weapons stow and launch, (3) hull adaptable sonar array, (4) radical ship infrastructure reduction, and (5) reduced crew/automated attack center. SCOPE AND FUNDING: The government anticipates multiple awards. Total program funding for this BAA is currently estimated at the following amounts: $19.0M for FY05, $28.0M for FY06, $30.0M for FY07 and $20.0M for FY08. NOTE: Although this BAA will be open for one (1) year from the date of its publication in FedBizOpps and FedGrants, the Government anticipates the majority of funding for this program will be committed during First Selections. To be considered for funding during First Selections, proposals must be received no later than 4:00PM Arlington, VA Local Time on 01 DEC 2004. EVALUATION CRITERIA: Proposers choosing to respond to this BAA will be evaluated against the following five (5) criteria: 1) Technical Approach, 2) Management Approach, 3) Relevant Experience in Developing Military Systems, 4) Potential Contribution and Relevance to the DARPA Mission, and 5) Cost Realism. Agency evaluators will consider criteria 1, 2, and 5 (Technical Approach, Management Approach, and Cost Realism) as more important than the remaining criteria, 3 and 4 (Relevant Experience in Developing Military Systems and Potential Contribution and Relevance to the DARPA Mission). Criterion 1 is weighted as most important; criteria 2 and 5 are equally weighted and criteria 3 and 4 are equally weighted. ADDITIONAL GUIDANCE: Proposers choosing to respond to this BAA must read the attached Proposer Information Pamphlet (PIP) which provides specific information about this BAA, including instructions on how to respond.
