Description
The NASA/GSFC is hereby soliciting information about potential sources for the design, fabrication, assembly, delivery, installation, and certification of two Class 10,000 ( per MIL-STD-1246) laminar flow cleanroom enclosures in adjacent bays within an existing Class 100,000 Payload Processing Facility (PPF). The facility, Astrotech Space Operations (ASO), is located in Titusville, Florida and is used for processing NASA satellites. Additionally, a Class 10,000 laminar flow clean tent is needed in a Hazardous Processing Facility (HPF) at a second Astrotech building. The two (2) PPF cleanroom enclosures shall be delivered, certified, and operational by October 15, 2005. The HPF clean tent shall be delivered, installed, certified, and operational by November 15, 2005. The offeror shall identify any impacts to the existing Astrotech facility as a result of installation of the cleanroom enclosures or the clean tent (i.e., Heat load, humidity control, power requirements, physical changes, noise, vibration levels, etc). The cleanroom enclosures and the clean tent shall meet requirements as described in the specification documents attached to this synopsis. The Government does intend to acquire a commercial item using FAR Part 12. The purpose of this notice is to identify small businesses (including small disadvantaged business (SDB) concerns, Historically Black Colleges and Universities (HBCUs), minority institutions (MIs), service-disabled veteran-owned small business, HUBZone, and women-owned small businesses (WOSBs)) that possess the technical capability to provide support for the requirement. Interested offerors having the necessary specialized capabilities that complies with the requirements outlined in specification document and meets the delivery schedule should submit a brief capability statement. This capability statement should indicate the ability to perform all aspects of the effort described herein. Interested offerors shall provide a schedule with critical milestones to meet the delivery schedule to Astrotech Space Operations, and identify any major cost, performance, and/or schedule drivers. It should also be stated as to whether or not a fixed-price contract would be acceptable. It is insufficient to provide only general brochures or generic information. Your response must specifically address your capability regarding this procurement. Additionally, your responses must include the following: name and address of firm, size of business; whether they are small, small disadvantaged, 8(a), HUBZone, and/or woman-owned, affiliate information: parent company, joint venture partners, potential teaming partners, prime contractor (if potential sub) or subcontractors (if potential prime), and a summary of past relevant experience in clean room installation. It is requested that capability statements which specifically address your capability to support this procurement be submitted as described in the previous paragraphs by mail or electronic mail to: Sharon Straka, Code 545, NASA/Goddard Space Flight Center, Greenbelt, MD 20771, or sstraka@mscmail.gsfc.nasa.gov, no later than 5:00 PM EST on Friday, November 5, 2004. It is emphasized that this RFI is for planning and information purposes only and is NOT to be construed as a commitment by the Government to enter into a contractual agreement, nor will the Government pay for information solicited. Upon review of the information provided to NASA, it is the Government?s intent to release a ?Request for Proposal", which could lead to a contract award. Respondents deemed fully qualified will be considered in any resultant solicitation for the requirement. The Government reserves the right to consider a small business or 8(a) set-aside based on responses hereto. No solicitation exists; therefore, do not request a copy of the solicitation. If a solicitation is released, it will be synopsized in FedBizOpps and on the NASA Acquisition Internet Service. It is the potential offeror?s responsibility to monitor these sites for the release of any solicitation or synopsis. An ombudsman has been appointed -- See NASA Specific Note "B". The solicitation and any documents related to this procurement will be available over the Internet. These documents will reside on a World Wide Web (WWW) server, which may be accessed using a WWW browser application. It is the offeror's responsibility to monitor the Internet cite for the release of the solicitation and amendments (if any).
