- This is a notice of intent to negotiate with MD Helicopters, Inc., on an other than full and open competitive basis for flight demonstrations in the MD 500 aircraft. This requirement supports the Naval Air Warfare Center Aircraft Division, United States Naval Test Pilot School (USNTPS), Patuxent River, MD. A firm fixed price contract will be awarded for these flight hours. The contractor shall provide MD 500 series transition training courses, including ground and flight training. The training includes instruction and materials for up to 11 USNTPS rotary wing student pilots. This requirement is being procured under statutory authority permitting other than full and open competition, 10 U.S.C. Section 2304(c) (1), only one or a limited number of responsible sources and no other type of supplies or services will satisfy the agency requirements. THIS IS NOT A REQUEST FOR PROPOSAL. Consideration of the responses is solely within the discretion of the Government, generally for the purpose of determining whether to conduct a competitive procurement.
