- The US Geological Survey intends to award a sole-source purchase order to Dr. Paul Gibbons of Winona, Wisconsin for performance of surgical procedures necesary to implant radio and satellite transmitters into diving ducks (surf scoters) in the San Francisco Bay Area of California. He is the the only veterinary surgeon who is both trained to perform this transmitter implant surgery and available during the required dates for bird capture and marking. Interested parties may submit a capabilities statement for review to the Contract Specialist.
