See Note 22 The Department of Interior (DOI), Minerals Management Service GovWorks, intends to award a sole source contract to The Advertising Council, New York, New York, in accordance with FAR 6.302-1 only one responsible source and no other supplies or services will satisfy agency requirements. This non-competitive action is being issued by GovWorks under the authority of the U. S. Department of Interior Franchise Fund on behalf of the US Department of Health & Human Services, Assistant Secretary for Public Affairs (DHHS/ASPA). DHHA/ASPA requires Contractor support to develop and market creative products targeted to both youth and adult audiences. This work includes research, script/message development, production of multimedia advertisements and supportive public relations and promotional materials. The Contractor will take on the task of distributing and encouraging the use of the public service announcements to media outlets throughout America. The following are a list of required tasks: 1) to continue to promote existing public service campaign to inspire adult Americans to change their lives through healthier eating and increased physical activity; 2) to develop strategy to address new campaign target aimed to engage youth audiences, age 6-9 years, in taking steps toward healthier nutrition and physical activity habits; 3) to create and produce multimedia products to support campaign strategy; 4) to disseminate multimedia products to national media outlets; 5) to monitor and report on the results of the media dissemination effort; 6) to produce and distribute materials to new media, and 7) develop and implement a comprehensive public relations program. The Advertising Council, a 501(c)(3) non-profit organization is considered to possess unique qualifications to focus public attention on relevant issues through advertising and communications programs that mobilize the public will to deal with important issues and help promote the necessary citizen action to address the issues effectively in that process. The Advertising Council, since its inception, has marshaled volunteer talent from the advertising and communications communities, the facilities of the media, and the resources of the business and non-profit communities to create awareness, foster understanding, and generate appropriate public response. The Advertising Council has risen to preeminent stature in advertising in the community and has been responsible for the creation and management of the majority of public service advertising in the United States; they stand in a unique position to analyze advertisements that may be appropriate to stock the media match component of the campaign. With respect to reviewing the proprietary of public service announcements, The Advertising Council engages in a creative review process at all iterative stages of public service ad creation. The Advertising Council conducts production advertisements for ten Federal agencies and 30-not-for-profit organizations, including the United Negro College Fund, the leadership Conference Education Fund, and the America's Promise-the-Alliance for Youth. The Advertising Council has historical expertise which is considered necessary for analyzing the propriety of production costs associated with the creation of a range of new advertisements designed to fulfill the goals of the campaign. The Advertising Council has extensive experience in developing, executing, managing, and media placement of public service advertising/recruitment campaigns, having performed such campaigns for the Coalition for America's Children, Covenant House, Earth Share, American Red Cross, United Way, and the Points of Light Foundation. Statutory authority for the sole source is 41 U.S.C. 253(c)(1), as implemented by FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. The contract period will be a twelve month base period plus four, twelve month option periods. Offerors able to provide the required service are invited to identify their interest and ability to meet the requirements by submitting their qualifications/capabilities and any other information which shows a bona fide ability to meet this requirement. If no affirmative responses are received by 30 Nov 2004 to determine that a comparable source more advantageous to the Government is available, a contract will be awarded to the above named source. The intent of this Special Notice is for informational purposes only. No solicitation documents exist and requests for such documents will be considered non-responsive and not accepted.
