Description
The Department of Defense's (DoD's) Medical Chemical Defense Research and Development Program is managed by the Defense Threat Reduction Agency and executed by the U.S. Army Medical Research and Materiel Command (USAMRMC). Final development of medic al products from this program is managed by the Chemical Biological Medical Systems Joint Project Management Office (CBMS). The overall mission is to protect the soldier against any chemical threat requiring a medical response. One of the major responsib ilities is establishing and maintaining an effective medical chemical defense posture for our Armed Forces. To augment the DOD's in-house scientific endeavors at improving the survivability of soldiers in chemically-contaminated environments, a Request fo r Proposals (RFP) will be issued to solicit a contractor to answer and validate applied and developmental biomedical questions critical to providing medical countermeasures against existing chemical warfare agents and emerging threats. The RFP work statem ent requires writing study protocols and conducting tests for potential decontamination and protective systems, as well as antidotal and therapeutic compounds against chemical agent contamination. Studies will involve in vivo and in vitro experiments, ani mal models, alternatives to animal models, and comprehensive benchtop procedures utilizing chemical surety materials (CSM), RDT&E dilute solutions of CSM, and other hazardous chemicals. Protocols, studies, and reports shall comply with Good Laboratory Pra ctice (GLP) guidelines, the Army Standard Surety Clauses for use of Chemical Agents at Contractor-Owned/ Contractor Operated (COCO) Facilities as required by Army Regulation AR 50-6 Chemical Surety, and other applicable U.S. Government regulations. The re sultant contractor must be able to conduct multiple tasks simultaneously and adjust to rapidly changing priorities. The Government plans to award a three-year indefinite-delivery (cost reimbursement plus fixed fee) contract with a provision for two one-ye ar options. Work will be assigned through individual task orders. RFP No. W81XWH-04-R-0002 is planned for release approximately 1 November 2004.
