Contractors may view and/or download this solicitation and all amendments from the Interne t after solicitation issuance. Description of work: Construct a one-story Consolidated Health Clinic of approximately 27,000 gross square feet. The building will have a steel frame with brick veneer and standing seam metal roof. In addition to typical building HVAC and electrical systems, fire protection systems include a fully sprinkled wet pipe system, addressable fire alarm system and a mass notification system. Utility infrastructure construction includes water, sewer, storm drainage. Site improve ments include paving, parking lots, sidewalks, curbs and gutters, and landscaping. This project will be solicited and procured using a Performance-Price Trade-Off (PPT) Request for Proposals (RFP) in accordance with Federal Acquisition Regulation (FAR) Pa rt 15.101-1. Offerors are required to submit a price and technical proposal. Each proposal shall contain the offerors best technical proposal and best price. The technical proposal will be evaluated using the following factors: 1) Construction - Past Pe rformance, 2) Construction relevant specialized experience, 3) Construction Duration, and 4) Management Effectiveness. The Government reserves the right to reject any and all offers. The anticipated price range is $3,000,000.00 to $6,000,000.00. Network Analysis will be required. This solicitation is issued on an unrestricted basis pursuant to the Business Opportunity Development Reform Act of 1988. This solicitation will be issued in electronic format only and will also be available on or about Novembe r 1, 2004 on the Internet at http://ebs.sas.usace.army.mil. Notification of amendments will be through use of the Internet. No additional media (CD-ROM, floppy disks, faxes, etc.) will be provided.
