Description
This is a combined synopsis/solicitation for commercial items or services prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation is issued as a Request for Quotes (RFQ), solicitation number FA7000-04-T-0070, in accordance with FAR Parts 12 & 13. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular. The North American Industrial Classification System (NAICS) number is 313312 and the business size standard is 500. The proposed acquisition is unrestricted. Item No. Supplies/Services Qty Unit 0001 55/45% Poly/Wool 4700 yards Serge, MIL-C-823 Blue 1620 Only those contractors who are certified through Wright-Patterson AFB OH can provide a quote on this fabric. Delivery requirement: FOB for this RFQ is Destination. Selected contractor will be required to ship fabric directly to the manufacturer of the garments that will be produced from this fabric. Offerors must comply with all instructions contained in FAR 52.212-1, Instructions to Offerors--Commercial Items, applies to this acquisition. Addendum to 52.212-1: Offerors shall submit their quote on Letterhead Stationery, indicate size of business, provide a unit price, grand total, certificate number through Wright Patterson; unit prices with a grand total, follow the guidelines within this clause (52.212-1), and provide any "or equal" items with descriptive literature at the same time the quotes are due. Your quote can be faxed at (719) 333-9103. The provisions at 52-212-2, Evaluation--Commercial Items applies to this acquisition. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the government, price and other factors considered. The following factors shall be used to evaluate offers: 1. Delivery 2. Price. Offers shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications--Commercial Items, and the 252.212-7000 Offeror Representations and Certifications with its offer (Attachment three). The clause 52.212-4, Contract Terms and Conditions--Commercial Items, with the following addenda applies to this: Addendum to 52.212-4: The clause at 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders--Commercial Items applies to this acquisition. Additional FAR clauses cited in the clause applicable to this acquisition are: (b) 14, 15, 16, 17, 18, 19, 25, 26 and 30. DFARS 252.212-7001, Contract terms and conditions required to implement status of Executive Orders applicable to Defense Acquisitions of Commercial Items (Nov 2001), applies to this acquisition with the inclusion of the following: DFARS 252.225-7000, Buy American Act - Balance of Payments Program Certificate, 252.225-7001, and Buy American Act and Balance of Payments Program. A clause contained in this request for proposal is 252.225-7012, Preference for Certain Domestic Commodities also referred to as the Berry Amendment. The Berry Amendment applies only to DoD and has been included in DoD Appropriations Act since 1841. The act restricts DoD's expenditure of funds for supplies consisting in whole or in part of certain articles and items not grown or produced in the United States or its possessions.
