Description
The Space and Missile Systems Center (SMC) Space Superiority Materiel Wing intends to award a sole source contract to the Harris Corporation for support of the three Counter Communication Systems (CCS) for Fiscal Year 2005 with yearly options for Fiscal Years 2006 through 2009. The anticipated award date is 1 November 2004. Portions of the CCS System are Harris proprietary material. While Harris is the only known company capable of providing subject requirement, all interested parties are invited to submit a written Statement of Capability (SOC). Interested parties must have Department of Defense military system sustainment experience including sustaining engineering support, creation, maintenance and operation of a depot support facility, repairs on designated hardware and software, sparing analysis support, and field level maintenance activities support. Interested parties must also have a detailed knowledge of Air Force Space Command space control systems and their operations. Facilities to perform the system repair and spares storage must be provided by the contractor. The offeror must be cleared to handle government equipment and information up to, and including, Top Secret?SCI/SAR. The offeror must also have personnel with current TS/SSBIs as well as a Top Secret-SCI accredited SCIF. All SOCs should be received within ten (10) days from the date of publication and should include the following information: a technical description of the offeror's experience and knowledge of Air Force Space Command space control system sustainment, description of facilities and equipment intended for use in support of this effort, proof of security clearances for government evaluation, and the information required by note 25. No contract award will be made on the basis of offers or proposals received in response to this notice. An Ombudsman has been appointed to hear concerns from Offerors or potential Offerors during the proposal development phase of this acquisition. The Ombudsman should only be contacted with issues or problems that have previously been brought to the attention of the Contracting Officer and could not be satisfactorily resolved.
