- 16?DAMPENER, FLUTTER. ITEM NSN: 1650-01-099-6745, PART NUMBER: 50-6819-7. Applicable to: E003A/B/C. Destn: Tinker Air Force Base Ok 73145-3032. The Government is contemplating a Firm Fixed Price Spares Contract for 5 each of the above Stock Number/Part Number. The approximate solicitation (FA8103-05-Q-0030) issue date will be 1 Nov 2004. The approximate closing date will be 30 Nov 2004. This part requires engineering source approval by the design control activity in order to maintain the quality of the part. Existing unique design capability, engineering skills, and manufacturing knowledge by the qualified source(s). The approved source(s) retain data rights. Manufacturing knowledge or technical data that are not economically available to the government, and the data or knowledge is essential to maintaining the quality of the part. Boeing (CAGE 81205) Downey (CAGE 98315) and Loud (CAGE 50601) are the only known sources that can satisfy the Governments requirements. Qualification Requirements are available! Surplus Material is NOT ACCEPTABLE. Note: An Ombudsman has been appointed to hear concerns from offerors or potential offerors during the proposal development phase of this acquisition. The purpose of the Ombudsman is not to diminish the authority of the program director or contracting officer, but to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. When requested, the Ombudsman will maintain strict confidentiality as to source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process.
