- This is a combined synopsis/solicitation for commercial service prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; written proposals are being requested and a written solicitation will not be issued. Solicitation number HSSS01-05-Q-0001 is issued as a Request for Proposal (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-16. This action is an unrestricted procurement. The NAICS code is 812930 and the size standard is $5 million. The U.S. Secret Service (USSS) has a requirement for six (6) unreserved executive vehicle parking spaces within a commercial parking garage with guaranteed 24 hour access and within a three block radius north, south, east or west of 1709 New York Avenue N.W, Washington, DC. Respondents shall specify location of parking garage(s) in their proposals. Self-parking capability is required. The garage parking space must be clean, with appropriate ventilation and exhaust. The contract will be priced per vehicle space per month and the term shall include one based period with four-one year options. The period of performance is as follows: Base Period: October 2004 through September 30, 2005; Option Year 1: October 1, 2005 through September 30, 2006; Option Year 2: October 1, 2006 through September 30, 2007; Option Year 4: October 1, 2007 through September 30, 2008. The following FAR Provisions and Clauses are applicable unless otherwise noted: 52.212-1, Instructions to Offerors Commercial Items; 52.212-2, Evaluation Commercial Items; 52.212-2 Paragraph (a) insert: The Government intends to award a firm fixed price contract to the offeror whose quotation conforming to the specifications will be the most price advantageous to the Government. All responsible sources may submit a bid, proposal or quotation which will be considered by the U.S. Secret Service. All offers must include: 52.212-3, Offeror Representations and Certifications-Commercial; 52.212-4, Contract Terms and Conditions--Commercial Items; 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders--Commercial Items; 52.217-08, Option to Extend Services; 52.217-09, Option to Extend the Term of the Contract; and 52.232-19, Availability of Funds for the Next Fiscal Year. These FAR Provisions and Clauses may be accessed via the World Wide Web at http://www.arnet.gov/far/. Telephone requests for copies of FAR Provisions and/or Clauses will not be accepted. A signed copy of the Representations and Certifications shall be included with offeror?s proposal. PROPOSALS ARE DUE ON FRIDAY, OCTOBER 29, 2004, 5:00 P.M. EST. Proposals may be sent by overnight mail and through the United States Postal Service to U.S. Secret Service, Procurement Division, 950 H Street, NW, Washington, DC 20223, Attn: David Kelley. If offers are hand delivered, please ensure that the courier is instructed to use the courtesy phone in the right rear of the lobby to call Procurement Operations on extension 6-6797/6940.
