This announcement is not a formal solicitation. Availability of any formal solicitation will be announced separately. This synopsis is not to be construed as a commitment by the Government, nor will the Government pay for the information solicited. Respondents deemed fully qualified will be considered in any resultant solicitation. The Bureau of Customs and Border Protection (CBP) is seeking to identify responsible sources in the Newark, New Jersey area capable of providing services relative to the evaluation of subjects suspected of transporting contraband substances into or out of the United States which are concealed internally (inside the suspect). The CBP requires that the following medical personnel/services be available at the institution; (1) Professional medical assistance in connection with certain examinations of subjects. This will include licensed physicians, radiologists and other appropriate medical personnel necessary for examination and evaluation of subjects. (2) The medical personnel involved in any medical procedures performed on a passenger will be available for questioning by the Office of the United States Attorney and/or other counsel representing CBP and/or other government agencies (the ?government?) regarding examinations and/or treatment of passenger. (3) Any evidence of a crime discovered by medical personnel during examination and/or treatment of a passenger will be provided to CBP and CBP will maintain the chain of custody throughout the process. In addition to the above-mentioned personnel/services provided, there are a number of critical facility requirements that must be met: (1) the facility will be responsible for X-Ray searches of subjects prior to further monitoring. (2) The medical facility must be open 24 hours per day, seven days a week. (3) The medical facility must be capable of handling life-threatening emergencies at all times. (4) The medical facility and its employees will cooperate with CBP and the United States Attorney?s office in any litigation resulting from the detention. (5) All concerns about the health of the prisoner/detainee shall be the responsibility of the medical facility to identify and manage. (6) The medical facility shall have the responsibility for the sanitary disposal of the human body waste of the prisoner/detainee and sanitizing of the detention areas. (7) A room will be assigned to the prisoner/detainee within an eight-hour period, unless extenuating circumstances exist. The above will be the fundamentals of any agreement between the CBP and interested parties. All responsible parties may submit information, which shall be considered prior to release of a formal solicitation. See numbered note 25.
