- The Federal Bureau of Prisons - Field Acquisition Office in Grand Prairie, Texas, intends to make a single award for the provision of Advanced Occupational Education Services for the inmate population at the Federal Correctional Institution, El Reno, Oklahoma. The successful contractor shall provide an Advanced Occupational Educational Program that leads to a degree in Business Administration/Management Associate in Applied Science to Federal Prisoners at the Federal Correctional Institution. The services will include, but are not limited to, a program coordinator, college courses conducted by an on-site instructor, college registration, transcription services, record keeping, appropriate academic counseling, and support. It is estimated that the total enrollment will be equivalent to 25 full time students. Qualified inmates will meet requirements of the contractor and the Federal Bureau of Prisons. The Contracting Officer anticipates awarding a firm-fixed price, indefinite-delivery, requirements type contract. The contract period shall consist of a 12 month base period with four 12 month option periods for renewal. The estimated quantities are as follows: Base Year - 925 sessions; Option Year 1 - 925 sessions; Option Year 2 - 925 sessions; Option Year 3 - 925 sessions; Option Year 4 - 925 sessions. A session will be defined as (1) one hour in duration. The solicitation will be available on or about October 22, 2004 and will be distributed solely through the General Services Administration?s Federal Business Opportunities website at www.fedbizopps.gov. Hard copies of the solicitation will not be available. The website provides all downloading instructions to obtain a copy of the solicitation. All future information concerning the acquisition, including solicitation amendments, will be distributed solely through the website. Interested parties are responsible for monitoring the site to ensure you have the most up-to-date information about the acquisition. The anticipated date for receipt of proposals is on or about November 18, 2004. The North American Industry Classification System code for this solicitation is 611210. The solicitation is unrestricted. Faith-Based and Community-Based Organizations have the right to submit offers/quotes equally with other organizations for contracts for which they are eligible.
