Description
This announcement is issued for informational and planning purposes only. This Request for Information (RFI) is not a Request for Proposals (RFP) and is not to be construed as a commitment by the Government to issue a solicitation or ultimately to award a contract on the basis of this RFI or otherwise pay for the information solicited. Responses to the RFI will not serve as proposals, bids, or offers, which could be accepted by the Government to form a binding contract. The Department of the Treasury?s Bureau of the Public Debt (BPD) is conducting market research to determine the feasibility of a set-aside competition for the Armed Forces Retirement Home (AFRH) in Gulfport, Mississippi for maintenance and repairs on medical equipment and service equipment. The Contractor shall provide all personnel, equipment, tools, materials, and supervision to perform maintenance and repairs on medical equipment and service equipment. Maintenance includes scheduled preventive maintenance, and/or equipment history, calibrations, testing, and checks of safety features as delineated in manufacturers manuals and in accordance with JCAHO standards and/or equipment history. Repairs include any and all work needed to return the equipment to a state of operation consistent with the manufacturers? specifications. Medical equipment includes, but is not limited to, beds, physical therapy apparatus, infusion pumps, EKGs, nebulizers, wheelchairs, and other equipment. All work shall meet or exceed, or be in conformity with the requirements of applicable NSF, JCAHO, ASME, ANSI, NEC, NFPA, OSHA, AFRH-G , EPA, USDA, USPHS, state and local laws and regulations. The contractor shall schedule work to cause the least interference with the normal occurrence of government business and minimal disruption of medical operations. Because of the daily nature of medical operations, work requiring extensive interference or placing a major piece of medical equipment out of service will be coordinated to minimize the impact on resident care needs. The contractor shall provide service reports for each preventive maintenance task and each service call to the appointed COR. The contractor shall also provide written documentation of all work performed, status of any replacement part on order, projected down-time and/or repair schedules, itemized list or parts used and pricing, printed name and signature of the technician performing work on any equipment. The contractor shall maintain, on-site, any and all records required to document the medical equipment program in conformity to the requirements of JCAHO. In order to set this solicitation aside, BPD needs to ensure that the set aside community is capable of fulfilling the above requirements.
