Description
THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. THERE IS NO SOLICITATION PACKAGE AVAILABLE. The Naval Air Warfare Center Lakehurst is requesting information pertaining to the replacement of the existing 8 ? Ton wheel-mounted hoist maintenance crane. The existing Fleet landbased maintenance cranes, Navy designation A/S32M-14 and A/S32M-17, were produced by Pettibone Corp. and the Entwistle Co. respectively. These current Fleet shorebased cranes support the following aircraft systems: AV-8, C-130, CH-53, V-22, E-6, P-3 and H-46. They are used for aircraft maintenance and component removal and replacement (engines, transmissions, propellers, rotor blades, etc.). The Government is requesting information on the availability of a Commercial-Off-The-Shelf (COTS), 4-wheel drive and steerable, shorebased, general aircraft maintenance crane. For the purposes of this RFI, this new COTS replacement crane shall be called COTS Hoist Maintenance Crane (HMC). The COTS HMC shall adhere to national standards as documented in ASME B30.5-2000, utilize state-of-the-art technology, and exhibit the preference for a smaller lighter unit accommodating transportability purposes. The COTS HMC shall have the following minimum lift capacity: 17,000 lbs at a 10 ft working radius and 8,500 lbs at an outreach of not less than 13 ft clear from the frame of the crane (not center of rotation) with a hook height of not less than 26 ft. The COTS HMC shall have a telescopic boom with a minimum extended length of 40 ft. A two-man bucket with full crane controls shall be able to be attached to the tip of the boom. As required for any typical Navy Support Equipment (SE), the new COTS HMC shall be highly reliable, maintainable, and supportable. The COTS HMC shall be capable of meeting vibration, environmental, EMI, mobility and 360 degree swing (slewing or rotating) criteria. Human factors engineering shall be utilized to the greatest extent possible to make the COTS HMC a ?user friendly? piece of Support Equipment. Please provide commercial pamphlets, operating and maintenance manuals, load capacity charts or any other documentation that would describe a unit to meet the above requirements. It is anticipated that if a solicitation is issued it will be for a quantity of approximately 94 COTS HMCs. The Government will not release any information marked with a Proprietary legend, received in response to this RFI, to any firms, agencies, or individuals outside the Government without written permission in accordance with the legend.
