- Primary Point of Contact for this project is Vernon Vann, Contract Specialist, 817-886-1049. Project General Information: Construct three hazardous cargo hot pads for ammunition and munitions upload, to include parking pads, aprons, ground and tie down points. Improve runway 18/36-keel section and overrun to support use by wide-bodied aircraft. Supporting facilities include electrical services, exterior lighting, taxiway lighting, site improvements, access road, and sodding. This project will be advertised UNRESTRICTED. Bids from large business firms must comply with FAR clause 52.219-9 regardi ng the requirement for submission of a Subcontracting Plan. The Fort Worth District subcontracting goals are for specific percentages of the contractors total planned subcontract amount to be placed with the following: Small Business, 73.5%, Small Disadv antaged Business 10.6%, Women-Owned Small Business 11%, HUB Zone Small Business 3.2%, Service-Disabled Veteran-Owned Small Business 3.0%, Reporting by Large Business 100%. NAICS Code is 237310. Small Business Size Standard is $28.5 Million. Estimated is sue date is 25 Oct 2004. Estimated Bid Opening date is 23 Nov 2004. Estimated Construction Cost Range is $10,000,000 & $25,000,000. Contract award will be based on best value to the Government, which may or may not result in accepting the lowest priced offer. The plans and specifications will be placed on Compact Disk (CD-ROM) and will be provided free of charge. Plans and spec will not be provided in a paper hard copy format. Notification of amendments shall be made through 3.5 inch diskette, CD-Rom and/or the Internet. However, the government reserves the right to use only the Internet as notification of any changes to this solicitation. It is therefore the contractors responsibility to check the following address daily for any posted changes to th is solicitation.
