Description
THIS IS A REQUEST FOR PROPOSAL SUBMISSION. This is a notice of a contract action. The Aging Aircraft Program Office (ASC/AAA)is contemplating the issuance of Sole Source Contracts with Northrop Grumman Systems Corporation Integrated Systems/Air Combat Systems RG00/W6 One Hornet Way El Segundo, CA 90245-2804 Lockheed Martin Corporation 5600 Sand Lake Road, MP 615 Orlando, FL 32819 Raytheon Company Raytheon Missile Systems TU/M09/3 1151 E. Hermans Road Tucson, AZ 85706 The Boeing Company P.O. Box 516 Mailcode: S270-3804 St. Louis, MO 63166-0516 Background: This current effort is part of an ongoing UAI effort. The Universal Armament Interface (UAI) Program, Phase II objective is the development and proofing of a Common Interface Control Document (CICD) by Original Equipment Manufactures (OEMs) for implementation by the aircraft platform program offices which will enable the decoupling of aircraft weapons integration from cyclical aircraft operational flight program (OFP) updates. The UAI CICD will standardize applicable -1553 message sets and associated functional interfaces and will include new common message definition and provisional growth messages. Aircraft programs will implement the established CICD in their OFP. Weapon programs will conform with the CICD if a new weapon is being integrated; however, legacy weapons having established interfaces will continue to use messages/functions embedded in their existing ICDs, making the conversion to the CICD when appropriate. Requirements: Contractor teams will define a protocol for achieving rapid, low cost integration of weapons onto aircraft by decoupling the integration from the aircraft Operational Flight Program (OFP) update cycles. A phase approach is planned for developing and implementing UAI across the Air Force's and potentially other Services' weapon and platform inventories. The current planned approach is as follows: Phase II: MIL-STD-1760 class of Air-to-Ground weapons [Current] Technical Objectives are further defined in the attached RFP. Each bidder needs to respond and address all sections of the RFP in their proposal response. Acquisition Environment: The statutory authority, which permits other than full and open competition for this acquisition is 10 United States Code (USC) 2304 (c)(1), as implemented by FAR 6.302-1(a)(ii) Only one responsible source or limited number of responsible sources and no other supplies or services will satisfy agency requirements.
