Description
Combined Synopsis This is a combined synopsis/solicitation for Traditional Service Musician. Purchase Request Number F7CHC142710100. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-20. Award will be made using Simplified Acquisition Procedures, therefore the evaluation procedures at FAR 13.106-2 will be used. The vendor shall follow the attached Statement of Work when completing bid. The NAICS Code is 711130; size standard $6 Million dollars. A firm-fixed price award will be made to the responsible offer or submitting the quote that provides the best value to the Government. All responses will be considered, but must be submitted on the requirement included in this synopsis. To be eligible to receive an award resulting from this solicitation, contractor must be registered in the DoD Central Contractor Registration (CCR) database, NO EXCEPTIONS. To register, you may apply at http://www.ccr.dlsc.dla.mil. Responses to this notice shall be provided in writing via e-mail to A1C Rodolfo Diaz at rodolfo.diaz@randolph.af.mil or TSgt Jon Sanders at jon.sanders@randolph.af.mil no later than 22 October 2004, 2:30 P.M. (CT). Offerors must also include a completed copy of the provisions at FAR 52.212-3, Offeror Representations and Certifications?Commercial Items which can be obtained at http://www.arnet.gov/far. The provision at 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition. The following clauses also apply: 52.212-4 Contract Terms and Conditions-Commercial Items. Paragraph (c) of this clause is tailored as follows: (c Changes. Changes in the terms and conditions of this contract may be made only by written agreement of the parties, with the exception of : (1) Administrative changes such as changes in the paying office, appropriation data, etc. (2) No cost amended shipping instructions (ASI) if?(A) The ASI modifies a unilateral purchase order, and (B) The contractor agrees verbally or in writing, (3) Any change made before work begins if?(A) The change is within scope of the original order, (B) The contractor agrees; ( C ) The modification references the contractor?s verbal or written agreement. 52.212-5, Contract Terms and Conditions ? In addition, FAR 39.106 applies All Information Technology must be: (A) (1) Year 2000 Compliant; or (2) If non-compliant, items must be upgraded to be Year 2000 compliant. STATEMENT OF WORK POSTION DESCRIPTION: MUSICIAN TITLE: Traditional Musician PURPOSE: To accompany the Traditional choir in Christian music in worship every Sunday each month. ACCOUNTABLITY: The Musician is accountable to the Chaplain in charge of the service. RESPONSIBILITIES: 1. Should be present 15 minutes prior to the start of the service. 2. Will accompany a weekly choir rehearsal with the Choir Director and choir. Will ensure the chapel is returned to its original condition and secure afterwards. 3. Will be appropriately attired for worship services or other special religious observances. A dress or suit is proper attire. Tennis shoes, jeans or very informal attire is not acceptable. 4. Will submit all requests for music on a RAFB Form 309 to the Chaplain in charge of the service to be approved. Once approve the Form 309 must go to the Accounting Technician for her to place all orders and have all correspondence with the vendor. All equipment will go on the Randolph CTOF equipment list and be maintained by the equipment custodian. 5. Will coordinate with accompanying musical instruments. 6. May be requested to provide music support for special services which are sponsored by the Base Chapel, to include, but not limited to: a. Funeral/Memorial Services b. Seasonal Services of worship (i.e. Advent, Christmas, Lent, and Easter) c. Special emphasis services 7. To be a collegial member of the Chapel community, working cooperatively with the Liturgical, Contemporary, Gospel Music Directors and Musicians, and other Chapel Staff. 8. Must attend the monthly parish council meeting. 9. Will not make any unauthorized copies of music on the chapel copier. EVALUATION: A performance review will be conducted annually by the Chaplain in charge of the service and the contract will be reviewed annually. COMMENTS: 1. Each service of worship is considered one unit for pay purposes. 2. Each choir rehearsal is considered one unit for pay purposes. If you rehearse one or more groups at the same time it is one unit for pay purposes. (i.e., if you rehearse two choirs at the same time, and they sing the same songs). Only if the first group is dismissed and the second then begins to rehearse does it constitute two units. 3. Will provide 24 hours notification to the Chaplain in charge of the service if the contractor cannot perform at a designated service. The contractor will provide a substitute Choir Director suitable to direct the choir and suitable to the chaplain in charge of the service. 4. There is no paid time off. 5. The Traditional Musician will maintain his/her own schedule, and will not be expected to have any regular office hours or scheduled work hours in the Chapel Center. PROFESSIONAL REQUIREMENTS: 1. Must have experience in accompanying a choir in a religious setting. 2. Must be able to sight-read music, be familiar with musical nomenclature, and have knowledge of music theory. 3. Must be able to accompany a cantata. 4. Must provide a resume related to the above qualifications. 5. Must have an interview and audition with the Chaplain in charge of the service.
