Description
The U. S. Department of Justice, Federal Bureau of Investigation (FBI), Counterintelligence Division, Counterintelligence Training Center, has a requirement for multiple contractors to support the mission of the Counterintelligence Training Center. These services will include development, instruction and support of courses offered by the CITC and provided to FBI personnel as well as other personnel employed in federal, state and local intelligence and counterintelligence agencies. In these cases, contractor(s) may be tasked to develop and/or present training in and around the Washington DC metropolitan area and/or in regional training areas listed by Groups below. In some cases, for example, a task order may require a contractor to develop and instruct a weeklong course, which can be offered to FBI personnel in three different cities during a calendar year. In other cases, for example, a task order may require a contractor to provide role players in three United States cities who would work 12 hours over a two-week period as part of a course taught by CITC staff. These task orders are anticipated to extend from a maximum of 30 days per task in a given task order, to a minimum of one day per task order. For any of the 14 Groups, offeror shall provide services for an entire group(s)and no partial group(s) services shall be accepted. Contractors are requested to identify in which Regional Working Group areas, listed below, they would be able to provide instruction, and in which they would be able to provide role players. The Regional Working Groups are: Group 1: Boston, Albany, Buffalo; Regional Working Group 2: New York, Newark, New Haven, Philadelphia; Group 3: Pittsburgh, Cincinnati, Cleveland, Louisville; Group 4: Washington DC Richmond, Norfolk, Baltimore; Group 5: Knoxville, Memphis, Charlotte, Columbia; Group 6: Atlanta, Birmingham, Mobile, Jackson; Group 7: Miami, Tampa, Jacksonville, San Juan; Group 8: Chicago, Springfield, Indianapolis, Detroit, Milwaukee, St. Louis, Minneapolis; Group 9: New Orleans, Little Rock, Oklahoma City; Group 10: Houston, Dallas, El Paso, San Antonio; Group 11: Denver, Kansas City, Omaha, Salt Lake City; Group12: Seattle, Portland, Anchorage; Group 13: San Francisco, Sacramento, Honolulu; Group 14: Los Angeles, San Diego, Phoenix, Albuquerque, Las Vegas. Contractor(s) personnel duties also may include instruction of various courses, support for course instruction to include providing role players for various fictitious individuals of counterintelligence interest. Contractor(s) personnel must be subject matter experts with no less than seven years of actually experience in the counterintelligence field. In the majority of task orders, role players may need to have counterintelligence or intelligence experience. Subject matters in which expertise may be needed to complete this contract include: the history of counterintelligence, foreign intelligence services, federal laws and statutes affecting counterintelligence investigations, the recruitment cycle used by foreign intelligence services and in the US intelligence community, tradecraft uses, espionage statutes and investigations, surreptitious surveillance and entries, behavioral and cultural issues, interviewing, recruitment and handling of double agents. A Secret clearance is mandatory for all individuals performing these services. Therefore, all offerors shall be clearable to pass a Secret security clearance. The FBI contemplates awarding a multiple award, labor-hour, task-order type contract. The period of performance is for a base year and four option years. The primary place of performance is the FBI Academy, Quantico, Virginia. The times of performance will vary. Travel may be required. The NAICS Code is 611430 (SIC 8299).
