Description
The Department of Health and Human Services, Centers for Medicare and Medicaid Services, intends to issue a Request for Proposal (RFP) in order to obtain Enterprise Data Centers (EDC) services. CMS is seeking to procure world-class data center services through a Full and Open Competition, utilizing best value procedures resulting in multiple award, Indefinite Delivery/Indefinite Quantity (ID/IQ) contracts. Through the EDC procurement, CMS will establish multiple data centers that are owned and operated by multiple industry partners. To accomplish the aims of this procurement, CMS will need contractors who are experienced in designing, maintaining and operating large scale complex data centers. These contractors should have an understanding of the Medicare claims processing environment, and should also have experience handling large volumes of transactions (a large volume is considered to be tens of millions of transactions per year). Moreover, the contractors should be able to demonstrate their capability to combine best-of-breed traditional data center operations with the use of updated technologies and operations that leverage the latest Internet-based application hosting models. Although an Offeror will not be required to provide a dedicated data center facility for CMS? exclusive use, the Offeror must possess the capability to provide dedicated infrastructure within existing facilities in order to ensure the integrity and security of CMS? enterprise operations. CMS is seeking contractors who demonstrate the capability to achieve the CMS small business subcontracting goals. Such contractors would be able to demonstrate meaningful subcontracting opportunities for 8(a), small, small disadvantaged, women-owned small concerns, veteran-owned, and HubZone businesses within the subcontracting plan. CMS intends to issue a Request for Information (RFI) on or before the planned EDC Industry Day Meeting. The goal of the RFI is to obtain industry guidance to assist CMS in establishing enterprise-level integration of the EDCs? operations without impairing industry?s ability to deliver world-class data center services. In preparation for this acquisition, CMS is hosting an EDC Industry Day Meeting, to be held on November 8, 2004 at CMS Headquarters, 7500 Security Blvd., Baltimore, MD 21244-1850. The EDC Industry Day Meeting will include briefings by CMS leadership and management on the need for CMS data center modernization initiatives and the critical importance of these initiatives to the CMS mission. All official contractual notifications, including the RFI and any subsequent amendments, will be made available electronically at this address: http://www.fedbizopps.gov. It is the offeror's responsibility to monitor this site for any information/documents related to this acquisition. Additional EDC Industry Day Meeting background materials and other relevant documentation regarding this procurement will be available on CMS? main web site, (to be provided with the RFI). This announcement is for planning purposes only and shall not be construed as a RFP or an obligation on the part of the Government. The Government does not intend to award a contract on the basis of this announcement or otherwise pay for information requested. The Government will not reimburse attendees for any costs associated with participation in this procurement. CMS anticipates awarding multiple Indefinite Delivery Indefinite Quantity contracts, which will have a base period with multiple option periods.
