Description

The Food & Drug Administration, Jefferson Laboratory Complex in Jefferson, Arkansas has a requirement for On-Site Operational Maintenance and Support Services for facilities consisting of approximately 1,000,000 square feet of floor space, of which approximately 80 percent has been renovated and converted for administrative, research and research support. The services required are a full range of operational and maintenance support which include, but are not limited to: operation of on-site utility systems; providing craft shop support services; preventative and remedial maintenance on utility plants and equipment, and on process and non-process equipment; maintenance, and alteration and repair of buildings and structures, and grounds maintenance. These services will be provided to the entire complex, including those buildings currently undergoing renovation and new construction. Evaluation Factors for award will be as follows: Technical and Management Factors (40%) – Factor I-Proposed Team Structure & Staffing, Factor II-Project Controls/Understanding of Work, Factor III-Contractor Administration and Subcontract Management, Factor IV-Individual qualifications of Key Personnel and Craftsmen; Past Performance (40%) and Price/Cost (20%). COMPETITION IS LIMITED TO SMALL BUSINESS CONCERNS. Interested small business firms are encouraged to download copies of the solicitation. The applicable North American Industry Classification System (NAICS) Code is 561210 and the size standard is $30.0 million. The RFP and related documents are anticipated to be available for downloading on FedBizOpps by September 30, 2004. A pre-proposal conference and site visit will be scheduled approximately two weeks after issuance of the RFP (on or about October 14, 2004). A fixed price contract with an indefinite quantity portion is contemplated to be awarded by December 15, 2004. We anticipate award of a one year contract with four one-year option periods.
