Description
INTRODUCTION: Bechtel SAIC Company, LLC (BSC), herein known as the Contractor, intends to issue a Request for Proposal (RFP) and to subsequently award multiple Subcontracts for Direct Engineering and Technical Support Services for the Yucca Mountain Project (YMP). The RFP will be made available only to those firms that pre-qualify. To be deemed prequalified to receive the Request for Proposal; potential bidders must submit the completed questionnaire along with documentation necessary to demonstrate the ability to meet each element of the project specific pre-qualification criteria set forth below. The potential bidder must submit documentation as requested in the Prequalification Criteria (not to exceed one page for each question) that provides detailed information and examples of similar types of work, or current types of work in progress on similar projects by the potential bidder. Sufficient detail should be included to allow BSC to evaluate the potential bidder?s ability to perform the Work under this RFP SUMMARY SCOPE OF WORK: The Subcontractor is to provide qualified personnel for direct Technical and Professional support services to BSC on an as-needed basis. The BSC Responsible Manager will identify specific requirements for required services or tasks. The BSC Authorized Procurement Representative (APR) will issue an RFP to the Subcontractors for submission of qualified personnel. BSC will evaluate the submissions. Once Subcontractor personnel have been identified as qualified by BSC, the APR will authorize the start of work by the selected Subcontractor, in writing, prior to commencement of any work activities by the Subcontractor?s personnel. Personnel proposed by the Subcontractor shall meet, at a minimum, the pre-requisite qualification criteria as stipulated in the Subcontract documents. Subcontractor personnel shall work under the direct supervision of BSC's Responsible Manager(s). BSC will provide a complete description of the work to be performed along with location, points of contact, address, required deliverables, and the period of performance. TECHNICAL REQUIREMENTS The selected Subcontractor's personnel involved with the YMP, will be required to complete BSC's applicable training prior to the start of work. LOCATION OF THE WORK: Unless otherwise stipulated, and/or dictated by the Project, the Work location will be at the Bechtel SAIC Company, LLC facilities located at 1180 Town Center Drive, Las Vegas, NV 89144. SUBCONTRACT TYPE: An "All In" Fixed Unit Rate, Task Order Subcontract. PERIOD OF PERFORMANCE: The estimated RFP issuance date is mid-November 2004. The anticipated date for award of multiple Subcontracts is by mid-December 2004, with a Notice to Proceed provided at that time. SOCIO-ECONOMIC SET-ASIDE: This Pre-qualification is not a set-a-side for small business. LABOR DETERMINATION: The proposed Subcontract(s) are for Technical Professional Services, therefore, a Labor Determination is not required. PRE-QUALIFICATION CRITERIA: Potential bidders, their teaming partners and/or subcontractors, as appropriate, must respond to each of the following: 1. Project Specific Pre-qualification Criteria: - 5 years in staffing scientific and engineering positions for Commercial Nuclear/U.S Government Nuclear Programs. - 5 years experience and familiarity with Federal Acquisition Regulations (FARs). DOE Acquisition Regulations (DEARs), DOE Orders, and Federal and government codes and standards,. - Respondent?s approach to supplying the project with qualified technical and professional personnel, including personnel by discipline. - Brief overview of the potential bidders capability, including the manager and key personnel involved in recruiting personnel. - Work experience, last 5 years, which best illustrates qualifications relevant to providing technical personnel in support of current project(s). 2. Have applicable General Pre-qualification Requirements required for this Scope of Work been met? __ Yes __ No If No, has qualifying documentation been submitted and/or currently pending approval __ Yes __ No EXCLUDED PARTIES LISTING SYSTEM: Respondents shall affirm that your company is not listed on the U.S. Government's List of Parties Excluded from Federal Procurement and Non-Procurement Programs. Confirm that you are not aware of any current action by the Government, which would preclude your company for participating in this project. RESPONSE SUBMITTAL: Four (4) hard copies of the Respondent's submittals, and one submission via e-mail, are required no later than 4:00 pm (PST) on November 11, 2004. Include the name, title, address, telephone number, facsimile telephone number, and E-mail address of the responsible person to whom future communications should be addressed regarding the RFP.
