Description
Under the authority of Federal Acquisition Regulation, Part 6, Subparts 6.301 and 6.302, the U.S. Census Bureau intends to contract to PeopleSoft USA, Inc. (PeopleSoft) for PeopleSoft's Enterprise PeopleTools and Mobile Agent software. The Census Bureau is purchasing this software for use on a Hand Held Computer for the purposes of capturing the time and attendance data from temporary Census Employees working during the 2006 Census Test. This software is fully compatible with and provides seamless integration to the existing PeopleSoft Version 8.8 Service Pack 1 software used by the Census Bureau for applicant processing, Human Resources, Time and Labor and Payroll for the employees temporarily hired to support the 2006 Census Test. It is the Census Bureau's requirement that the software meet all applicable policy and regulations for Human Resource and payroll processing of Federal employees from the Office of Personnel Management, Code of Federal Regulations, Privacy Act and U. S. Code. The software must be compatible with a web-based technology to deploy to the Census Bureau's geographically dispersed employee population. The PeopleTools and Mobile Agent has out of the box integration with the PeopleSoft Version 8.8 Services Pack 1 systems already deployed at the Census Bureau. Furthermore the software provides a portal and mobile technology that leverages the business rules, roles and responsibilities that are inherent in the PeopleSoft Human Resources system that is currently deployed by the Census Bureau. Also, the PeopleTools and Mobile Agent provides the seamless integration to PeopleSoft Human Resource Management system that the Census Bureau requires in order to administer Time and Labor both on the system and the Hand Held Computer devise. Finally the Census Bureau has the infrastructure in place to support the Enterprise Tools license. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the government. In doing so, interested sources must submit technical capabilities, pricing, and other information that demonstrates their ability to meet the Census Bureau's needs. Detailed capabilities must be received at the U.S. Census Bureau by COB, October 26, 2004. They will be provided via email to Abe Kennedy (Contract Specialist) at albert.ernest.kennedy@census.gov. Mr. Kennedy may also be contacted at 301/763-4420. This synopsis is not to be considered a request for quotations or proposals. No solicitation document is available and telephone requests will not be honored. No contract will be awarded on the basis of offers received in response to this notice, but offers will be used to determine if a comparable source is available and more advantageous to the government. If no affirmative written response is received by COB October 26, 2004, a contract may be issued to PeopleSoft without further notice.
