Description
NAICS Code: 541710 The US Environmental Protection Agency (EPA) intends negotiation on a sole source basis with Dr. Kimberly Morland, Mount Sinai School of Medicine, Department of Community and Preventive Medicine, New York, NY 10029 for providing professional services for the Coarse-Mode Particulate Matter Study in Eastern North Carolina. The contractor shall complete a descriptive analysis, complete a mixed model and other regression-based statistical analyses of pulmonary function, other statistical analyses and prepare a descriptive report. The period of performance is shall be 24 months from date of award. EPA believes that Dr. Kimberly Morland is the only source capable of providing the required services based on previous experience with the design of the study, the health effects and exposure variables of the community, the experimental design and data analysis, and familiarity with the data sets and analytical procedures to be utilized. Therefore, a unique capability to perform the required services, i.e., FAR 6.302-1 "only one responsible source and no other supplies or services will satisfy agency requirements." All interested parties who believe they can provide the required services may submit written qualifications fully explaining their capability within 15 days from the date of this announcement. The North American Industry Classification System (NAICS) 541710, which has a size standard of 500 employees to qualify as a small business, is applicable. The intent of this notice is to determine if any other source(s) exist, and therefore, no solicitation (RFQ) is available. Consequently, any response failing to provide evidence of the aforementioned data and instead choosing to merely submit a routine letter requesting a copy of the RFQ will be ignored.
