Description
NAICS Code: 541380 The U.S. Environmental Protection Agency intends to negotiate on a sole source basis a modification to Purchase Order 4C-S092-NBLX with Lotus Engineering. The purpose of the modification is to provide EPA with 12 additional sets of repeatable emission tests on lawnmower engines. The lawnmowers will have been aged in an in-use field aging program and therefore will be given to Lotus for testing with approximately 100 hours run time. Three repeatable emission tests per set are to be completed before the engine hour meter reads 125 hours. This data must be collected prior to December 1, 2004. Given the need for continuity of data being collected currently being performed within the parameters and engine set up established in Purchase Order 4C-S092-NBLX and given the limited time in which this data is to be collected, EPA intends to negotiate on a sole source basis with Lotus Engineering. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, interested parties may identify their interest and capability and respond to the office identified above. Documentation must be received not later than October 22, 2004 in order to be considered by the EPA. A determination by the Government not to compete this proposed contract based upon assessment of responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
