- The Fleet & Industrial Supply Center, Naval Station Kitsap-Bremerton Annex is procuring an annual requirement for Log Boom Opening and Closing Services for Vessel Traffic movement in support of Port Operations at Naval Station Everett located in Everett, Washington for a one-year base period of performance commencing 1 December 2004 through 30 September 2005 and four (4) one-year option periods. The contractor shall provide vessel, personnel, equipment and tools necessary to accomplish opening and closing of the floating log boom moored at Pier Alpha and/or Bravo at Everett Naval Station. Service provider?s facility must be within one (1) hour of NAVSTA Everett?s port. The service provider will be required to perform these services in all weather and water conditions. Strong winds could pose ship-handling problems in some situations. Approximately 500 callouts are anticipated in a calendar year. The minimum quantity that will be ordered during any single year is $5,000.00. This procurement is a small business set aside with a NAICS code 488310 and a size standard of $21.5 million. All responsible small business offers will be considered by the Fleet and Industrial Supply Center, Naval Station Kitsap-Bremerton Annex. When issued, the RFQ will be posted on the Navy Elecronic Commerce Online (NECO) web link www.neco.navy.mil. It is anticipated that the RFQ will be issued on or about 5 November 2004, with offers due on or about 19 November 2004. All offerors wishing to submit an offer, are responsible for downloading their own copy of the RFQ from this website (WinZIP is required) and to frequently monitor that site for any amendments to the RFQ. No telephone or fax requests for the RFQ package will be accepted. An email request to anne.marotti@navy.mil will be accepted in the event an offeror experiences problems downloading the RFQ from the NECO website. No bidders list will be maintained by this office. No paper copies of the RFQ and/or amendments will be mailed. Failure to respond to electronically posted solicitations or quotes and associated amendments prior to the date and time set for receipt of proposals or quotes may render your proposal or quote non-responsive and result in the rejection of same.
