Description
The Naval Facilities Engineering Service Center has a requirement for ocean engineering support services. The contractor shall provide ocean engineering services that include project planning and execution of sub-sea cable projects including shore landings, seafloor engineering, ocean work platform support, underwater construction tool development, offshore structure and buoy projects, marine power systems, heavy load handling engineering, and harbor and waterside security projects. These ocean facilities are located at sites throughout the world. Support services may be required in the form of the following: Engineering feasibility and concept development studies; Development of project plans and specifications; Numerical simulation and modeling of ocean systems; Engineering analysis and design (must be MATLAB proficient); Fabrication and testing of prototype systems in the laboratory and in the field; Cable static and dynamic analysis; Ocean facility/system installation planning, oversight, execution and repair; Project management including preparation of detailed and summary project cost, schedule and technical reports; Geotechnical engineering; Bathymetric surveys, Provision of offshore work platforms; Positioning and navigation services; Preparation and presentation of technical briefings; Preparation of environmental and other permit documentation including assessment of potential impacts on the environment by the proposed work; Transportation of materials to project locations world-wide; and Systems engineering including requirements generation and analysis, functional flow generation and analysis, concept of operations generation, development of test and evaluation plans, requirement verification matrices and interface definitions. The services shall normally be performed at the contractor?s facilities or a field location. Awardee shall establish a technical operating office with personnel having the authority to make contract and technical decisions. The office shall be located within 80 miles radius of Ventura County Naval Base, Port Hueneme, CA 93043. The Navy anticipates a Cost-plus-award-fee (CPAF) type contract to be issued for one base year with four one-year options. The procurement is 100% Small Business Set-Aside with a Northern American Industry Classification System (NAICS) Code 332510 and size of no more than 500 employees. The solicitation will be limited to those potential offerors having a current or by time of award SECRET facility clearance for the contractors? facilities. In accordance with FAR 5.102, the solicitation will be available by INTERNET ACCESS ONLY. All solicitation documents and amendments thereto will be posted on the NAVFAC E-Solicitation Website at http://www.esol.navfac.navy.mil. The solicitation should be available at this site on or before November 8, 2004 with a closing date of December 8, 2004. Offerors are responsible to check the website for the solicitation and any subsequent amendments that may be issued. Interested parties are required to register for the solicitation at the NAVFAC E-Solicitation Website. THE CONTRACTOR IS REQUIRED TO REGISTER WITH DEPARTMENT OF DEFENSE CENTRAL CONTRACTOR REGISTRATION (CCR). NO CONTRACT AWARD SHALL BE MADE TO ANY CONTRACTOR THAT IS NOT REGISTERED OR IN THE PROCESS OF REGISTERING WITH THE DOD CENTRAL CONTRACTOR REGISTRATION.
