- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only Solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation subject acquisition is being issued as a 100% small business set aside. North American Industry Classification System Code (NAICS) is 711510 and the small business size standard is $6.0 million. Subject solicitation closes October 18, 20 04, 2:00p.m. EST. All proposals should be completed and submitted on this date. Description of Services: TASKINGS. During a one-year contract period, with three one-year option periods, the contractor shall perform the research, analysis and writing required to revise 16 chapters of the redacted unclassified manuscript covering the JCS role in formulating po licy for the conflict in Southeast Asia. The contractor shall revise the facts and interpretations in the volume to take account of the unclassified sources and scholarship that have become available since the initial classified publication of this study. BASE YEAR: 4 CHAPTERS NLT 15 SEPTEMBER 05 OPTION YEAR ONE: 4 CHAPTERS NLT 15 SEPTEMBER 06 OPTION YEAR TWO: 4 CHAPTERS NLT 15 SEPTEMBER 07 OPTION YEAR THREE: 4 CHAPTERS NLT 15 SEPTEMBER 08 PLACE OF PERFORMANCE The contractor shall perform the work at his/her premises, except for research in document collections that contain classified material, which shall be done at the appropriate repositories. SECURITY CLEARANCE REQUIREMENTS TOP SECRET. The contractor shall have access to and work only on the unclassified redacted version of the manuscript and shall employ unclassified documentation. However, he/she will need to consult sources in collections and repositories that contain cl assified materials. SPECIAL REQUIREMENTS The contractor must have a strong record of research and publication in the military history of the Vietnam War as well as a familiarity with official military history publications and programs and a general knowledge of the historical literature on the co nflict and primary sources on the military aspects of the conflict. The offerors shall submit a proposal for the total 4 years.
