Description
The Government's purpose of this announcement is to inform potential offeror's of the intention to release a Request for Proposals (RFP) for the RAIDRS Spiral-1 (RS-1) program on or about 22 Oct 04. Through market research via previous sources sought announcements, the Government has set-aside the RS-1 requirement for small business. The Government anticipates a 30-day response time for proposal submittal with Proposals due 23 Nov 04. The goal for this solicitation is a competitive award without discussions. To achieve this, the Government has actively engaged the contractor community over the past several months to ensure industry has a thorough understanding of the requirements and objectives. Capabilities for the RS-1 contract include design, development, integration, testing, production, deployment, support, maintenance, and operations of a worldwide system generating reports on SATCOM Radio-Frequency (RF) Interference Detection, Characterization, and Geo-Location. BE ADVISED: An Ombudsman has been appointed to hear concerns from offerors or potential offerors during the proposal development phase of this acquisition. The Ombudsman does not diminish the authority of the program director or Contracting Officer, but communicates Contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. When requested, the Ombudsman shall maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process. Interested parties are invited to call Pat Devine at (310) 363-3571.
