- Description
- The Naval Air Systems Command (NAVAIR) intends to issue a sole source Basic Ordering Agreement (BOA) and associated orders to North Star Scientific Corporation (NSS), Kapolei, HI, 96707, to procure radar transmitter WRA upgrades for the E-2C aircraft and associated efforts as may be necessary to accomplish this work. This action will be negotiated on a sole source basis under the authority of FAR 6.302-1 (only one responsible source and no other supplies or services will satisfy agency requirements), as NAVAIR believes that only NSS possesses the knowledge, experience, and patent pending technical data and design drawings necessary for a HEATx RF module type design required for the radar transmitter WRA upgrades that will provide a 500% increase in ?Mean Time Between Failure? and a 50% reduction in life cycle costs, while maintaining E-2C radar band-width and power requirements, and as such is the only firm with the requisite knowledge and technical data and expertise necessary for this effort.
