Industry Day Announcement: No proposals are being requested with this synopsis. The U.S. Army Corps of Engineers is evaluating the Turbine/Generator upgrade of Hydropower Units at Whitney Hydropower Plant, Near Laguna Park, Texas. North American Industrial Classification System (NAICS) Code applicable to this project is 237990, Other Heavy and Civil Engineering Construction. Small Business Size Standard for this project is $28.5 Million. Federal Supply Code is Z211, Maintenance, Repair or Altera tion, Dams. Purpose: The purpose of industry day is to partner with industry to allow for a pre-final specification review and a plant tour for the purpose of reviewing the contract specifications and providing feedback in order to obtain competitive, biddable contra ct specifications and proposals once advertised. This forum will allow contractors an opportunity to review contract plans and specifications and ask for clarification. A requirement exists to upgrade the generating capacity to 23.3 MVA. Contract specifications to install an upgrade to meet our requirement will be distributed to all in attendance during this event. The Whitney Hydropower Units have been approved for major rehabilitation. The Turbine/Generator upgrade will include new turbine runners, rewound generators and new governor. Schedule: The day of the event is scheduled 28 October, 2004 from 7:30  4pm at the Whitney Hydropower Plant in Texas near Laguna Park just off HWY 22 approximately 20 miles west of I35 at Hillsboro (powerhouse entrance road on west end of dam). Background/history: The Whitney powerhouse has been operating as a peaking plant for nearly 50 years. The peaking operation results in an average of 200 start-stops per unit per year. On both units, the cumulative effects of age and start-stops are show ing up as a pattern of generator failures thus indicating a declining reliability. Both of the generators have been de-rated from a design overload capability of 17.2 MW down to a maximum of 15 MW due to cumulative problems. Whitney powerhouse is a link in the Electric Reliability Council of Texas (ERCOT). The demand for ERCOT power has grown on average of 3.2 percent annually from 1990 to 1999. The peak summer demand for power increased by 3.9 percent from 1999 to 2000. ER COT has estimated an increase 2.35 percent annually through 2009. Therefore the risk of continued brownout or blackout from insufficient total capacity and voltage stability is increased because of less reliable equipment.
