Description
The Government intends to award a service provider agreement to assist the Department of Labor (DOL), Employment and Training Administration (ETA), Office of Financial and Administrative Services (OFAS) in the performance of general Federal accounting, financial and program operations. The purpose of the notice is to solicit comments on the Draft Performance Work Statement (PWS). The PWS describes the management, personnel, equipment, tools, materials, transportation, supervision, and other services necessary to perform the tasks of the PWS except those government-furnished property and services specifically provided for in this PWS. The solicitation will be issued December 1, 2004 in accordance with the policies and procedures in FAR Part 19 ? Small Business Programs; and in conjunction with the policies and procedures found in FAR Part 15, Contracting by Negotiation. The contract type is firm-fixed price. The period of performance for the prospective award will be twelve (12) months from the date of contract execution, plus four 1-year options to extend at the government?s discretion. This requirement is a 100% Small Business Set-Aside. The NAICS Code is 541219 and the Size Standard is $6 million. The Government is currently performing this work. The requirement is being conducted under the guidelines of OMB Circular A-76 for a standard competition. The projected end date of the competition is March 31, 2005. The transition plan is anticipated to begin April 1, 2005.
