- NOTE: All responses to this IFB shall be mailed to Western Area Power Administration, P.O. Box 3700, Attn: J5620, Loveland, CO. 80539 3003. Western Area Power Administration has a requirement for a contractor to provide all labor, materials, tools, equipment, transportation, and other resources necessary to complete this project. This project will be to construct new communication buildings at Flaming Gorge, Grizzly Ridge and Vernal Communication sites, as well as the demolition of an existing building at the Flaming Gorge site only. As part of this project, new utilities will need to be constructed, as well as moving an existing LPG tank at the Vernal site. Work shall be conducted at Western???s Flaming Gorge, Grizzly Ridge and Vernal Communication sites, located in Uintah and Daggett Counties, Utah. All work shall commence within 10 calendar days after Receipt of Notice to proceed; however construction may not begin before March 1, 2005, and work on the Flaming Gorge, Grizzly Ridge sites must be completed no later than June 1, 2005 and the Vernal site no later than July 1, 2005. The magnitude of this construction project is between $250,000 to $500,000. There will only be one award from this solicitation. Therefore, all Bidders must submit their bids on an "all or none basis". This solicitation will be issued on or about October 20, 2004. Bid Bond, Performance and Payment Bonds shall be required. The closing date is on or about November 23, 2004. This proposed procurement is 100% HUB Zone set-aside. National American Industry Classification Code is 237130 and the applicable size standard is $28.5 million. The solicitation will be posted electronically at this web site. The specification and drawings will be issued hard copy. Requests for specifications and drawings must be submitted in writing by faxing 970.461.7377 or by email (gutierre@wapa.gov). Information hours are from 7:00am (MT) to 3:00pm (MT), Monday through Friday.
