Description
Software, Analytical, and Database Support Description: This is a presolicitation notice to announce the pending issuance of a request for proposal for an Indefinite Delivery, Indefinite Quantity (IDIQ) type contract for five years to provide Database and Soft ware Support. The 45th Contracting Squadron intends to negotiate a contract on behalf of the Air Force Technical Applications Center (AFTAC), to provide support to accomplish their mission to gather chemical, photographic, and isotopic data produced from remote laboratories, and perform evaluation and analysis. The ultimate goal of this effort is to develop and maintain a database and interfacing software that will be used to enhance evaluation techniques and provide application development for evaluation support. The support would require creation and maintenance of manipulation oversight software tools and require significant experience and maintenance capabilities with relational databases. There are five general areas in the current database configuration and report production process that have been identified: Process Management, Data Management, System Performance and Configuration, Data Analysis Techniques, and Report Generation. All operational software developed will include applicable documentation meeting MIL-STD 498 standards. The current Oracle database associated with this process must be continuously populated and quality controlled prior to exploitation of the data. Other tasks and requirements for this acquisition are: Development of new analysis approaches to fully utilize available data, as well as identify additional data that can extend our ability to differentiate between similar data sets. Significant statistical capabilities to create analytical tools and improve graphic data presentation. Technologies for data mining and for advanced pattern recognition. Software tools and applications to analyze large data sets with the goal of identifying patterns indicative of specific processes (plotting and visual tools are a must). Tools must be able to provide results in a fast and thorough manner. Develop and implement a plan for exploitation of morphological data and create/maintain tools for analysis. ORACLEä, Programming, Networking, firmware, Configuration, Windows,ä and Unix experience necessary. Identify state of the art practices and technologies for image exploitation, which include analysis, classification, storage, and retrieval of particle images. Provide process and tools for automated data reporting, coordination, and tracking. Familiarity of SASä Enterprise and Insight tools for data retrieval, exploitation, and plotting. Program requirements are not stagnant. It is anticipated that the mission will continue to evolve, generating new requirements for data evaluation and reporting. CLEARANCES This contract will support a classified DoD program. Program-specific instruction will be provided in the Security Classification Guide that will be provided to the contractor. All contractor personnel will require a final adjudicated security clearance at the TOP SECRET, SCI level, and some tasks may require additional clearances. The contractor shall ensure all personnel possess the required clearances to perform assigned tasks. Additional details on security requirements associated with this contract will be contained on the “Department of Defense Contract Security Classification Specification”, (DD Form 254). RESEARCH AND DEVELOPMENT (R&D) TASKS: The contractor shall: Database Development: Perform required R&D to accumulate/generate appropriate data to populate program databases to include historical analytical data, expert system knowledge bases, and project tracking systems. This task includes support for current database improvements currently underway, as well as support for expanded and additional databases at HQ AFTAC and synchronized databases at contractor's facility. Software Development: Develop software to improve and expand evaluation and collection support activities to include quality control protocol, an expert system, and automation of tracking and evaluation techniques. This task includes support for current evaluation efforts, as well as expanded future mission requirements. Evaluation Technique Development: Develop tools to improve and expand the utility of data. This will include the development of innovative methods for integrating quality control, database management, statistical analysis, evaluation, pattern recognition, expert system, and reporting tools to create state-of-the-art evaluation capabilities. This task includes support for current evaluation efforts, as well as new techniques that will be required to meet future tasking. Application Development: Develop or integrate new applications for analytical techniques. Specifically: Development, testing, and implement a tool that can classify particles. For each case, the contractor shall: Research tools and possibilities for particle classification based on uses in the nuclear fuel cycle. Review, Program, test, and deliver, working models. Provide test reports detailing the performance against a representative set of data. Identify detailed requirements for analysis, classification, storage, and retrieval of particle images. Identify state-of-the-art practices and technologies for image exploitation. Characterize image classification technologies by inherent complexity, success potential, and risk. Compare, contrast, and prioritize candidate image exploitation technologies for subsequent prototyping attention. Develop detailed plan for development of morphological data exploitation tools and for their integration into the larger suite of evaluation tools. All operational software developed will include applicable documentation meeting MIL-STD-498 standards. Program Improvements: Assist AFTAC personnel on selecting and developing hardware and software techniques for automated data handling, data evaluation, data reporting and evaluation techniques, with emphasis on potential program improvements and associated costs. Individual projects will be evaluated and approved by AFTAC management before implementation. Specific Operation & Maintenance (O&M) Tasks: Computer Hardware, Software, and LAN Integration/Maintenance: The contractor shall: Integrate, maintain, and upgrade the computer system for database management, statistical analysis, quality control, evaluation, and publishing. This task provides support for current systems at HQ AFTAC as well as expanded systems that may include additional NT workstations at HQ AFTAC, a secure computer system to support evaluation improvement activities at the contractor's facility, and other expansions that may deemed necessary in the future. Current systems consist of NT workstations optimized for data evaluations, separate NT workstations optimized for collection management, and a system of servers optimized for database management, computational capacity, data transfer, along with connecting communications lines. Database Maintenance: Build, maintain, populate, and provide configuration control of database, including historical data, project status, and a relational knowledge base. This task includes support for current databases in use at HQ AFTAC, as well as expanded and additional databases at HQ AFTAC and synchronized databases to support evaluation improvement activities at the contractor's facility. Maintain and update database architectural design plan involving the inheritance concept of all users levels and examine if other programming languages can offer additional database user interface functionality. Update to meet future needs to a Report Generator function to provide maximum flexibility to the users to define the fields/columns of the database to put into the report. Build prototype evaluation tool: To coordinate and compare morphological, elemental and other aspects of database. Deliverables for each of these tasks shall include a technical report. Data Acquisition – Acquire data and images for comparison and inclusion in database. Enhance Data labeling – Build prototype tool to allow personnel to label and remark images to determine standard and capability of low-level feature determination. Feature Extraction – Perform feature extraction based on data acquisition and data extraction developed. Update NPP database: Acquire and populate historical analytical data for new database fields, as well as data necessary to complete R&D tasks. Population is necessary to check validity of predictive modeling techniques and data mining capabilities. Deliverables for task shall include a technical report. Database Modifications – . This includes analyzing Laboratory Database Acquisition System for necessary modifications, as well as ensuring database fields and tables accurately reflect modifications to the organizations operating instructions. Data Population – Ensure that data necessary to test upgrades to the NPP schema are populated to get an accurate reflection of real time data transfer of new data types, identified in the revised operating instruction. Populate historical data necessary to perform R&D tasks. This will enable evaluation of new R&D tool design to process, analyze, and evaluate samples in order to mine the data. Update new SAS requirements: As necessary into current Nuclear Plant Program (NPP) architecture, provide SAS training and investigate and prototype data mining capabilities of isotopic and special data. Deliverables for task shall include a technical report. Integrate the SAS Insight Tool capabilities more tightly into the current NPP architecture, in order to utilize the powerful visualization and statistical analysis capabilities that are available via SAS. The tool should be fine tuned to produce a one-step to allow the ability to query particle, gross analysis, and iodine data as well as create ready to use procedures to handle a wide range of statistical analysis within one application vs. a number of individual tools. Upon completion of assigned SAS incorporation and tool design tasks, provide training to applicable NPP users on application and procedures for utilizing tool and producing quality datasets and queries. Apply predictive modeling techniques to the NPP analytical data to identify data mining capabilities via a graphical user interface. Prototype a pattern-recognition system and demonstrate performance. Training: Provide documentation and training (OJT) to HQ AFTAC and laboratory personnel. This task includes training on current systems and future systems that are developed. In addition, this task may include account setup, maintenance, and training for new evaluators and refresher training for current evaluators, as required. Travel: Accompany and assist HQ AFTAC personnel in meetings with other government and commercial agencies in support of AFTAC missions to provide technical support as needed. This task includes current analysis processes and capabilities, as well as future capabilities that may be developed. SERVICE DELIVERY SUMMARY (SDS) VERIFICATION TABLE Will be determined at the Task Order (T.O.) Level. GOVERNMENT-FURNISHED PROPERTY AND SERVICES: There will be no government-furnished property or services. Incumbent executables software and database code will be made available from the incumbent contractor. GENERAL INFORMATION Facility Access: HQ AFTAC is a controlled-access building. The contractor shall ensure proper clearances are maintained to ensure maintenance response times are met. Quality Program: Maintain a documented quality assurance/quality control (QA/QC) program for assuring the quality of all tasks in the PWS. In compliance with contract clause entitled “Inspection of Services", the contractor shall provide a Quality Control Plan (QCP) that contains, as a minimum, the elements of an industry standard Quality System such as ISO 9000 series. This plan shall be provided to AFTAC/LSSC within 30 days of contract award. The plan shall include, but not be limited to: Specifics as to the areas to be inspected on both a scheduled and unscheduled basis, and frequency of inspections. A description of the methods to be used for identifying and preventing defects in the quality of the service performed. A description of the records of inspections shall be kept and made available to the government throughout the life of the contract performance period and for the period after contract completion until settlement of any claims under this contract. A relational matrix that compares the Quality Plan to the elements of the standard used. Performance Evaluation Meetings: The contracting officer may require the manager to meet with the contracting officer, contract administrator, QAE, and other government personnel as deemed necessary. Contractor shall provide written minutes of any such meetings shall be recorded and signed by the manager and the contracting officer or contract administrator. Performance of Services During Crisis Declared by National Command Authority or Overseas Combatant Commander. Contractor shall remain at fully operational status during any crisis declared by the National Command Authority or Overseas Combatant Commander according to DoDI 3020.37 (AFI 63-124) Solicitation No. FA2521-04-R-0048 will be issued as a Request for Proposal. This procurement will be issued as Full and Open Competition without set-asides on an unrestricted basis. The NAICS code for this acquisition is 541511 and the small business size standard is $21.M.
