- The Government's purpose of this announcement is to proceed with continued pre-solicitation activities for RAIDRS Spiral-1 (RS-1) by providing an updated Draft-RFP, intended for interested offerors on or about 1 Oct 2004. Through market research via previous sources sought announcements, the government has set-aside the RS-1 requirement for small business. Upon eventual solicitation release (currently planned for 25 Oct 2004), the Government anticipates a 30-day response time for proposal submittal. The goal for this future solicitation will be a competitive award without discussions. To achieve this, the Government is actively engaging the contractor community to ensure thorough understanding of the requirements and objectives. Capabilities for the RS-1 contract include design, development, integration, testing, production, deployment, support, maintenance, and operations of a worldwide system generating reports on SATCOM Radio-Frequency (RF) Interference Detection, Characterization, and Geo-Location. The Government intends to make the following materials available from on or about 1 Oct 2004 through 8 Oct 2004. Volume 1. RS-1 Bidder's Library Version 3.0: UNCLASSIFIED: For Official Use Only, and will contain such information as an updated Draft-RFP, Statement of Objectives (SOO), Contractor Incentive Plan, Draft Security Classification Guide, etc. Volume 2. RS-1 Bidder's Library Version 2.0: Volume 2 will be a classified (DoD SECRET) CD that will contain such information as an updated Technical Requirements Document, a DOORS database output file, etc. Companies interested in receiving Volume 2 have two options to obtain it, as follows: (1) Classified Mailing. Instructions: Please provide the following: Company Name, Classified mailing address, City, State, Zip, Cage Code, Facility Security Officer (FSO) name and telephone number. (2) Hand Carry/Pick-up. Instructions: Visit Request--Contractors requesting classified pick-up, must send in their DoD Collateral Visit Authorization Letter (VAL). The VAL must indicate "courier authorization." Contractors must present a courier authorization letter signed by the Facility Security Officer (FSO) at the time of receiving the classified package. BE ADVISED: An Ombudsman has been appointed to hear concerns from offerors or potential offerors during the proposal development phase of this acquisition. The Ombudsman does not diminish the authority of the program director or Contracting Officer, but communicates Contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. When requested, the Ombudsman shall maintain strict confidentiality as to the source of the concern.
