- The Department of Education has completed OMB Circular A-76 Standard Competition ED-03-R-0016 for human resources and training services. The performance decision favored in-house performance. Therefore, in accordance with the solicitation and A-76, the Department is cancelling RFP ED-03-R-0016. As required by A-76, the Department announced the performance decision in FedBizOpps. The public announcement of the performance decision is available on FedBizOpps under Reference Number ED-03-R-0016-Public-Announcement.
