Description
SELF-PROPELLED VEHICLE FOR INDOOR/OUTDOOR USE SOURCES SOUGHT NOTICE DESCRIPTION 1. Vehicles are for both interior and exterior use. Must be relatively quiet, durable and non-damaging to floors. Must be able to easily maneuver in both interior and exterior conditions (e.g., efficient turning radius). 2. Vehicles must be able to hold a variety of load configurations (loose, palletized cargo, etc.) and shall not have more than a total gross capacity (vehicle and load) of 6,000 lbs. 3. Must be powerful enough to pull loads up steep ramps (minimum 1:13). 4. Vehicles must have automatic sensors (or some alternative device) that mitigate accidents with personnel, objects and walls. 5. Must allow for one-person operation. 6. Cannot be internal combustion powered. If battery operated, must be maintenance-free batteries. 7. If at all possible, should not require new infrastructure installation for recharging support. 8. Safety: Vehicles must meet Pentagon prescribed safety requirements a. Must not exceed 3 mph. b. Must not produce any hazardous waste per EPA regulations (40CFR260-265). c. Must be stable at all times (e.g., have three or more wheels). d. A horn shall be installed on all vehicles. It should be audible, however, a soft sound. Vehicles with reverse capability shall be equipped with a pulsating beeper device. The horn and beeper sound shall not exceed 85 decibels at a distance of 3 feet, which will be measured at the time of inspection. e. Flashing amber lights (or equivalent) shall be installed on all self-propelled vehicles. All lights shall be linked directly to the SPV operation (e.g. on when the power is on and off when the power is off). The lights shall be positioned so as to serve as a warning to pedestrians. f. All vehicles (except manually pushed or pulled) shall be equipped with reliable braking systems. In addition, a "dead man" system shall be installed on all material handling vehicles. The dead man system is for automatic braking action when not held in the release position by the foot or hand of the operator. g. Rubber bumpers (or equivalent) shall be installed on protruding edges to provide a safety cushion and reduce potential damage if a collision happens. h. To guard against theft or unauthorized use, vehicles shall be equipped with a locking device. i. Maximum outside dimensions, to include load, are currently established at 72" high, 36" wide, and 78" long. Vehicles that exceed these dimensions are prohibited.
