NOTICE OF INTENT <SOLNBR> SOL04090005BH <RESPDATE> 101504 <ARCHDATE> <CONTACT> Bradley Holtzapple, Contracting Officer, Phone 724-794-5612 x289, Email baholtza@opm.gov <DESC> Notice of Intent: Pursuant to FAR 6.302-1, ?Only One Responsible source and No Other Supplies or Services Will Satisfy Agency Requirements?, the U.S. Office of Personnel Management (OPM) is planning to issue a short term (not to exceed 90 days) sole-source contract to ensure the continuity of courier services for the Center for Federal Investigative Services (CFIS) and the Center for Retirement and Insurance Services (CRIS) co-located in Boyers, PA and the Washington, DC metropolitan area. The current vendor, VGA Enterprises 14625 Baltimore Ave., Suite 228, Laurel, MD, 20707, is the only responsible source at this time that has personnel qualified to carry out the courier service to the CFIS and CRIS locations due to the background investigation requirements imposed under 5CFR 731 and 736 with a sensitivity designation level of Critical Sensitive. It is not reasonably possible to clear new vendor personnel by the expiration date of the existing contract; the time period it takes to clear personnel with the sensitivity designation of Critical Sensitive is 35 days or longer. It is critical to the CFIS and CRIS missions that the courier service is maintained without delay during the acquisition process to implement a long term courier solution. Therefore, VGA Enterprises is the intended source for this short term requirement. The anticipated contract action for this service is not anticipated to be greater than $100,000. OPM deems it appropriate to award a fixed-price contract on other than a full and open competitive basis. Only one responsible source is available and no other types of services will satisfy the needs of the Agency. The North American Standard Industrial Classification System (NAICS) Code for action is 492110, Couriers.
