Description
Commercial Custodial Services for Little Rock Federal Building and US Courthouse in Little Rock, Arkansas, 8(a) Set-Aside Solicitation GS-07P-04-UTC-0014. This notice announces the solicitation requirement for commercial custodial services for the Little Rock Federal Building and US Courthouse in Little Rock, Arkansas. The General Services Administration (GSA) announces an opportunity for commercial custodial services and is soliciting written expressions of interests from qualified contractors desiring to compete in the procurement process for the referenced project. This procurement is set-aside for those firms participating in the Small Business Administration 8(a) Program. The successful 8(a) contractor shall be required to provide all management, materials, supplies, and labor and assure effective performance of all custodial and related services in accordance with the requirements of the solicitation. The NAICS code for this procurement is 561720, with a size standard of $14 million. The work currently being performed at this site is on the Procurement List maintained by the Committee for Purchase from People Who Are Blind or Severely Disabled (the Committee) under the authority of the JWOD Act (41 U.S.C. 4646-48c). GSA and NISH have been unable to reach a negotiated agreement for the required services at this site; therefore, GSA is soliciting commercial proposals. Offers submitted in response to this solicitation will be reviewed in conjunction with the price submitted under the provisions of the JWOD program. The NISH workshop will be given an opportunity to perform the services at up to 6% above the otherwise successful commercial offeror's price. If the NISH workshop declines to perform at that price, an exception to the government's mandatory use of the Procurement List will be granted and award will be made to the 8(a) contractor. Prospective offerors shall notify this office by electronic mail of their intent to submit an offer. The letter shall include a statement of interest, DUNS number, and personnel that will attend the pre-proposal conference (limited to 2 persons). Pre-proposal conference is set for Wednesday, October 27, 2004 at 1:00 PM in Little Rock, Arkansas at the Little Rock Federal Building. Attendance at the pre-proposal conference is mandatory. Letters of interest are due to the office of the Contracting Officer no later than Monday, October 25, 2004. Send letters to the attention of Camron A. The GSA retains the right to publish and distribute the list of offerors to other interested parties. The Contractor selected for award shall provide all management, supervision, labor, materials, supplies, repair parts, tools and equipment and shall plan, schedule, coordinate and assure effective performance of all operations custodial services for the Little Rock Federal Building, Little Rock US Courthouse and Parking Facility. The estimated contract period is January 1, 2005 to December 31, 2006 with 4, one-year option, for a total of 5 years. The resulting contract of this solicitation will be a Firm Fixed Price with Economic Price Adjustment Contract. This contract will be acquired competitively under FAR Part 19.8, Contracting with the Small Business Administration (The 8(a) Program), but utilizing FAR Part 15 Source Selection procedures with award based on ?Best Value/Trade Off? concept. The anticipated release date for the RFP is on/about Friday, October 15, 2004. Proposals are due to the office of the Contracting Officer on Wednesday, November 3, 2004 at 2:00 P.M. The solicitation and any documents related to this procurement will be available over the Internet. These documents will be in word document format and available at www.fedbizopps.gov. It is the offeror?s responsibility to monitor FedBizOpps for the release of the solicitation and amendments (if any). This solicitation is set-aside for small business firms that are certified 8(a). The successful contractor price should not exceed $640,000 annually. Performance bonds will be required for up to one-half the award amount.
