- PLEASE READ THIS ENTIRE NOTICE CAREFULLY. This announcement solicits capability statements, of not more than five (5) pages in length, for specific areas of interest to the Minerals Management Service, Equal Employment Opportunity Division. Minerals Management Service intends to award a commercial Indefinite Delivery/Indefinite Quantity (IDIQ) Contract to conduct Equal Employment Opportunity Investigations (EEO). This procurement is set-aside for small businesses. The North American Industry Classification System (NAICS) code is 541618 (Other Management Consulting Services) ESTIMATED LEVEL OF EFFORT - The Government estimates a period of performance for this contract will be three years and a cost range $180,000 - $200,000. BACKGROUND INFORMATION - The following information is intended for Vendors to conduct investigations of complaints of discrimination for the Minerals Management Service (MMS) based on: 1) Race, 2) Color, 3) Religion, 4) National Origin, 5) Sex, 6) Age, 7) Mental or physical handicap, or 8) Reprisal. HOW TO RESPOND - In order to compete for the requirement, interested parties MUST demonstrate that they are qualified to perform the work by a providing a Capability Statement by October 15, 2004, detailing: (1) your key personnel (those who would have primary responsibility for performing and/or managing the tasks with their qualifications and specific experience; 2) your organizational experience; and 3) specific references (including contract number and project description, period of performance, dollar amount, client identification with the point of contact and telephone number and email addresses) for previous work of this same nature that your key personnel or organization has performed within the last four years (references will be checked). If you believe the Government will find derogatory information as a result of checking your past performance record, please provide an explanation and any remedial action taken by your company to address the proble. FOLLOWING REVIEW OF CAPABILITIES STATEMENTS, offerors will be informed of the results of the evaluation. Offerors deemed most qualified to perform the work will be provided a request for proposal (RFP). Capabilities Statements will be evaluated based on key personnel skills, abilities and experience; organizational facilities; and organizational experience and past performance (including number, size, and complexity of similar projects, adherence to schedules and budgets, effectiveness of program management, willingness to cooperate when difficulties arise, general compliance with the terms of the contracts, and acceptability of delivered products.) HOW TO RESPOND: Interested parties shall request Statement of Objectives via email to Rhonda.Fernandez@mms.gov. Capabilities Statements should be submitted in original and two (2) copies on or before October 15, 2004 to Rhonda Fernandez, Contract Specialist, Minerals Management Service, 381 Elden Street, MS-2500, Herndon, VA 20170-4817. Timeliness of receipt of submissions will be determined by the time received in the Procurement Operations Branch, Herndon VA.
