Description
This is a sources sought notice seeking potential offerors capable of providing all management, personnel, equipment, materials, and supplies (except that specified as Government-Furnished) for an Army Family Services Program at the U.S. Army, Dugway Proving Ground, Utah installation. THIS SYNOPSIS IS FOR INFORMATIONAL AND PLANNING PURPOSES ONLY. THIS IS NOT A REQUEST FOR PROPOSALS AND NO SOLICITATION IS BEING ISSUED AT THIS TIME. Activities included in the Army Family Services Program are as fo llows: (1) consumer affairs, (2) budget counseling and debt liquidation; (3) financial planning; (4) Army Emergency Relief; (5) relocation planning; (6) information and referral services; (7) Family Member Employment Assistance; (8) family advocacy; and ( 9) Exceptional Family Member. (1) CONSUMER AFFAIRS: The activity will be operated in accordance with Department of Army regulations and all other pertinent regulations, pamphlets, and guidance. The program will consist of Basic Prevention Education, Com mand Information, Support to Unit Commanders and Supervisors, Consumer Advocacy, and Consumer Complaint Resolution. (2) BUDGET COUNSELING AND DEBT LIQUIDATION: The activity will consist of providing planning and assistance services for the soldiers, civi lians, and their family members in budgeting and debt liquidation in accordance with Department of Army regulations and all other pertinent regulations, pamphlets and guidance. In addition, the program will consist of establishing a debt liquidation progr am to assist commanders, Department of Defense civilians, soldiers, and eligible family members with problems of financial indebtedness. (3) FINANCIAL PLANNING: The activity will consist of providing financial planning and assistance in accordance with D epartment of Army regulations and all other pertinent regulations, pamphlets, and guidance. Components within this activity include Basic Prevention Education, Financial Counseling and Assistance, Public Information and Outreach, Command Information and s upport to unit commanders in establishing mandatory training for first-term soldiers in personal financial readiness and soldier money management issues. (4) ARMY EMERGENCY RELIEF FINANCIAL MANAGEMENT: The activity will be provide Army Emergency Relief ( AER) in accordance with Department of Army regulations and all other pertinent regulations, pamphlets, and guidance. The activity will consist of processing AER loan applications, AER annual campaign, delinquent loan follow-up, and assisting the AER Offic er in preparing annual audit reports. (5) RELOCATION PLANNING: The activity consist of providing relocation briefings and support, emergency planning and assistance, information dissemination in accordance with Department of Army regulations and all othe r pertinent regulations, pamphlets, and guidance. (6) INFORMATION AND REFERRAL SERVICES: The activity consists of providing information and referral services for a variety of resources in accordance with Department of Army regulations and all other perti nent regulations, pamphlets, and guidance. (7) FAMILY MEMBER EMPLOYMENT ASSISTANCE PROGRAM: The activity will coordinate the Family Member Employment Assistance Program (FMEAP) in accordance with Department of Army regulations and all other pertinent reg ulations, pamphlets, and guidance. Components within this activity include maintaining the employment, education, volunteer information resource file; providing employment and personal development training workshops; maintaining the private sector job ban k; and providing individual job search assistance and counseling for skill identification and employment opportunities. (8) FAMILY ADVOCACY: The activity will coordinate the Family Advocacy Services in accordance with Department of Army Regulations and a ll other pertinent regulations, pamphlets, and guidance. Components with the activity include providing prevention programs and educational classes; and prepar ing written procedures, assessments, and briefings. (9) EXCEPTIONAL FAMILY MEMBER: The activity will consist of coordinating the Exceptional Family Member Program in accordance with Department of Army regulations, and all other pertinent regulations, pam phlets, and guidance. Clients eligible for all of these services include active duty military personnel, retired military personnel, military family members, civilian and contractor employees employed at Dugway Proving Ground, and family members of civili an and contractor employees residing at Dugway Proving Ground. Interested firms/ individuals should provide their experience in performing and/or managing any or all of these types of services. The North American Industry Classification System (NAICS) Code is 813319 (previously SIC Code 8399). The applicable size standard is $6 million. Companies / individuals interested in responding are invited submit their information via email to Mr. Eric S. Vokt at vokte@dpg.army.mil. All respondents must provide answers to the following questions: (1) What is your business classification (e.g., large business, small business, small disadvantaged business, etc.)? (2) Are you interested in competing for this acquisition once the requirement becomes available on solicitation? (3) What type of corporate experience do you have that is similar to the type of work described above? (4) How many years of corporate experience doe s your firm have? (5) Describe your firms experience working with government contracts (e.g., federal, state, local, etc.)? (6) Describe your firms experience in hiring, training, and retaining qualified personnel?
