Description
The Capital District Contracting Center at Fort Belvoir, Virginia is issuing a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this no tice. This announcement constitutes the only solicitation; bids are being requested and a written solicitation will not be issued. The Combined Synopsis/Solicitation is W91QV1-04-T-0249, this is a firm fixed price contract. Funds are SUBJECT TO AVAILABI LITY OF FY 05 type funding. The Joint Air Defense Operations Center, has a requirement for eighty eight hotel rooms (two-bedroom suites) for the period of 16 November 2004 through 16 December 2004; located within 1 mile driving distance of the Arbors Apart ments at 5250 Duke Street, Alexandria, VA 22304. The hotel rooms must be fully furnished to include washer and dryer facility on site. The hotel must provide fitness facilities at no cost, located on the premises. All apartments will remain occupied for th e duration of the contract. The contractor shall provide sufficient personnel possessing the skills, knowledge, and training to perform satisfactorily the services required by this contract. The Contractor and its employees will have a thorough understan ding of Standard English and must be able to communicate fluently with the occupants. The Contractor shall provide a representative, who will be the point of contact and will have the authority to act or make decisions for the Contractor on all matters pe rtaining to this contract. The Contractor will maintain and fix in a timely manner any problems (water leaks, plumbing, heating, electrical, etc) that occur within the apartments. The contracting Officer or a Government Representative will be present whe n the hotel rooms are vacated to take inventory of all contractor furnished items and their condition. The Government will be responsible for items damaged or lost through willful misconduct or neglect. Contractor Furnished Property and Services. Contra ctor shall provide everything specified. The contract price shall include, for each hotel room, heating, air conditioning, water, electricity, local telephone service with voice mail, modem/data ports on the telephone, and basic cable television, at no ad ditional cost to the occupant. Additional services to be provided by the Contractor will include: mail delivery facilities for mail addressed to occupants. The Contractor shall provide 88 two-bedroom suites hotel rooms. The hotel suite shall include a k itchen, living room area, dining room area, separate bedroom, and private bath. All hotel suites must be free of defects, defacements, and stains; all apartments and amenities must meet all federal, state, and local health, environmental, and safety stan dards. In the event occupant may permanently vacate the hotel suite before contract expires, the contract price will be reduced by the contracted value of the vacated apartment, from the date it is vacated provided a two-week notification has been given. The Contractor will provide full cleaning service and maintenance inspection to include carpet cleaning if needed, dusting, basic trash removal, exchange of linens and towels. All hotel suites shall be furnished with the following furniture, which shall b e new or like new at the start of the lease period: living/dining room: sofa and easy chair or loveseat; dining table with a minimum of four chairs; coffee table; two end tables, two table lamps or floor lamps; color television; separate bedroom; queen siz e bed or larger, sheets, blanket, and bedspread; color television; clock radio with alarm; dresser and/or chest of drawers; mirror, clothes closet, telephone per bedroom, private bathrooms with tub and shower, with linens. All hotel suites shall be furnis hed with the following appliances. All appliances shall be clean and in working order. The Contractor shall keep appliances in working order during the life of the lease. Malfunctions that are the result of abuse shall be the responsibility of the occupant: coffeemaker, 10 cup or larger, telephone with answering machine, iron and ironing board, stove or range top, microwave oven, refrigerator, toaster, electric c an opener. All hotel suites shall be furnished with the following cooking and serving utensils: set of glassware, dinnerware, and flatware tea kettle, frying pan (Teflon), 1 and 2-quart saucepans with lids (Teflon), salt and pepper set, colander, mixing a nd storage bowls, 2 quart pitcher with lid, cooking utensil set to include: spatulas, slotted spoon, soup ladle, carving knife, wooden spoons, and paring knife. All hotel suites shall be furnished with the following linen, kitchen, and bathroom equipment. Bed sheets, blankets and bedspreads must fit the size mattress provided by Contractor. Bath and hand towels, and face cloths, complete sets of bed sheets, blankets, bedspread, dishcloths, dishtowels, 2 bed pillows per bed, 1 mattress pad per bed, 4 bath towels, 4 hand towels, 4 face clothes, 1 shower curtain, 1 wastebasket, bathroom, 1 bath mat or floor runner, 1 plunger and bowl cleaner. All windows shall have coverings such as shades, blinds, verticals or horizontal, and or drapes, with light limiting capability. All hotel suites shall have standard commercial floor covering. The Contractor shall prior to contract award provide an inventory with price list of all furnished items in this section. This list and the procedures set forth in Army Regulati on 735-5, Appendix C, Computing the Actual loss to the Government when Property is lost, Damaged, or Destroyed, will be used to assess replacement cost in the event of tenant misuse. Contractor shall ensure all hotel suites remain under pest control servi ce to prevent infestation. All hotel suites shall have a storage/closet area, other than previously specified.
