- Under Statutory Authority 41 U.S.C. 253(1) the Government (Department of Veterans Affairs Medical Center, Minneapolis MN) anticipates entering into sole source procurement negotiations with Northwest Respiratory Services, 716 Prior Avenue, St. Paul, MN 55104 for ?In home evaluation for use of oxygen conserving devices and in home performance of overnight pulse oximetry study on veteran beneficiaries currently under VISN 23 Home Oxygen-Minneapolis catchment area". These services will run concurrently with the established home oxygen contract. The above authority is cited and justification made based on the determination that the Government?s minimum needs can best be satisfied by services available from one source. This contract action is for services for which the Government intends to solicit and negotiate with only one source under FAR 6.302. Other persons may identify their interest and capability to respond to this requirement by October 8, 2004. This notice of intent is not a request for competitive proposals. No solicitation document is available. However, the Government will consider all interests received on or before October 8, 2004. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government. Information received as a result of the notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
