Description
This is an invitation to Pre-Qualify, not a request for proposal (RFP). The U. S. Postal Service, in anticipation of issuing a solicitation for Hazardous and Regulated Waste Management Services (HRWM) on a national basis is seeking to pre-qualify a limited number of suppliers. The USPS intends to award a contract to one or more suppliers who will provide the USPS with (HRWM) services, consisting of waste pick-up, transportation, spill response, labeling, profiling, manifest preparation, sampling, characterization, documentation of final disposition (treatment, storage, and disposal) and recycling of hazardous/regulated wastes. The United States Postal Service (USPS) has the potential to generate federal hazardous waste as defined under RCRA, as well as other regulated waste at approximately 750 facilities nationwide. The supplier must have the technical, logistical, and financial resources available to administer a contract of this magnitude. They must currently have the distribution network, product offering and EDI expertise to satisfy all USPS requirements for HRWM services on a national level. Service must be available to all locations within the 48 contiguous United States (CONUS), as well as, Alaska, Hawaii, Guam, Puerto Rico and the Virgin Islands (OCONUS). This contract will also require suppliers to design and implement cost reduction processes throughout the supply chain, applying the principles of Supply Chain Management (SCM). The preferred method of doing business will be to utilize electronic data interchange (EDI) through the USPS internal web-based purchasing system, eBuy. The supplier must provide and maintain a hard copy, and an electronic catalog. Orders placed through eBuy will be passed electronically to the supplier. Invoicing and payment will also be accomplished via EDI, utilizing a unique, postal provided, customer delivery address (FEDSTRIP) number. As all postal buyers do not have internet access, the supplier will also be required to provide traditional ordering methods including telephone, fax, and US Mail. Suppliers will be required to submit quarterly reports and to provide and coordinate all customer service training. The contracts will also require suppliers, if not small businesses themselves, to provide a sub-contracting plan that addresses sub-contracting with small, minority, and woman-owned businesses. Suppliers seeking placement on the pre-qualified list must demonstrate that they possess the financial, technical, organizational, and managerial resources, and have the experience, operational capability, and quality assurance programs necessary to perform a national contract of this size and scope. The closing date for Sources Sought for this initiative is October 29, 2004. No Invitations to pre-qualify will be accepted after this date. All interested parties are encouraged to participate. This is not a request for proposal (RFP).
